That statement has particular relevance today as the Air Force restructures and becomes smaller. Once there were a large number of commands. Now there are far fewer. The Air Force I joined a number of years ago has changed significantly. No longer is there the familiar Military Airlift Command, Strategic Air Command, Tactical Air Command, Air Force Logistics Command and Air Force Systems Command. Instead, we now have Air Combat Command, Air Mobility Command and Air Force Materiel Command. These changes are significant. But why the changes? In large measure international events, which have and are currently taking place, have provided impetus for these changes. Our military strategies are based on threat. With the demise and breakup of the Soviet Union and the current rapprochement with these former enemies, our strategy became less tuned to a global conflict and V very intelligent more focused on regional crisis. Because the threat changed, so did the budgets. This, in turn, has driven us to do Quality management is imperative if we are to maintain a credible force to meet our "Global Reach Global Power" strategy. We did not train with combat air patrol cover nor with ground fire suppression over the drop zone as we would in a real conflict. The reason for this was that we were MAC and the CAP was TAC. We just didn't train together on any regular basis. This will no longer be true. TAC, SAC and parts of MAC have joined in ACC. Further, they have formed composite wings representing deployable force packages. As a train together. SAC tankers and parts of MAC have similarly united to form the new AMC. This restructuring will significantly improve our ability to respond to regional threats wherever they pop up. Is this efficiency? You bet it is. And archanges ushering in new efficiencies have rived here as well. In our quest for "perfection," we joined forces with the AFSC July 1 to form the new AFMC. The bedrock on which the new command is based is the "cradle-to-grave-" concept of weapon support from initial concept and acquisition to final retirement. The key to this concept is Integrated Weapon System Management. Through IWSM, the operating commands see one person in charge, facilitating communications. Efficiency is also gained when a single manager has control of the weapon system throughout its life cycle. No room for parochial thinking here. Is the absolute "perfection" I spoke of earlier attainable? Probably not ... nor should it be. However, through continuous improvement, the Air Force has taken significant quality steps toward this goal.
