Hood Air Force News Service ' WASHINGTON The Defense Department is concerned that a bill designed to garnish federal and nonfederal pay the same way will put military members at a higher risk of unfair garnishment. Garnishment, or collecting a specified sum of money from one's wages, is the result of a court judgment and is fair because it assumes both parties involved in a case have plenty of notice and opportunity to appear and present their side of the story, said Lt. Gen. R. Minter Alexander, deputy assistant secretary of defense for manpower and personnel policy. "Unfortunately, as Congress has long recognized, military service often makes those assumptions faulty ones for active-dutmilitary personnel," Alexander told the House Subcommittee on Federal Service, Post Office and . y bill discussed in their bills there is concern that garnishment could pose many complications for military people because of the unique nature of military life.
