Shifts were set up to start at 8 a.m., 4 p.m. and midnight. This three-shif- t concept was used to keep the use of overtime to a minimum in order to allow us to conduct the required number of exercises during the year. The only exception to the eight-hou- r shifts were for the transportation control unit officer and the assistant TCUO. Originally, augmentees were also scheduled for three shifts, but as we began tasking augmentees, we found that several augmentees had conflicting higher priority commitments, and as we ran out of trained augmentees for these positions, we had to drop back to a shift for these positions. At the time we realized the situation we were in, it was too late to make adjustments to avoid the use of some administrative leave at the beginning of the exercise. Incidentally, this action did provide for much improved continuity during shift changes, which was a major concern for us in using the three-shiconcept. At the end of the exercise, the officers in charge of the work centers had to make a judgment call as to whether they would finish totally with the exercise utilizing that day's third shift or have the first shift return to complete remaining actions. SWRI is still working on the guide which is scheduled to be delivered in April 1990. Second, SWRI is under contract to develop job certification guides for hazardous operations. This is a combined effort between the University of Maintenance and SWRI. The first job certification guides are on schedule and will be completed and delivered in May 1990. Because of the importance of hazardous operations, MA decided to add personnel to the team to expedite the development process. This was done with MA employees who have worked diligently on guide development and validation in regards to technical merit. None of the products produced by SWRI have had to be reaccomplished. I like this method because it appears to cause no traffic problems. However, about 20 percent of the time the cones are placed to block the right hand turn and this causes a problem for those who think they will be able to make a right hand turn.
