SKjDOUU ALC Public Affairs Office The small business office at Hill AFB is definitely not small potatoes to the dozens of contractors who use its services weekly. In fact, figures supplied by the office staff show that small businesses received a hefty 14.5 percent of the $1.6 billion spent in fiscal year 1987 by the Ogden Air Logistics Center. In a further breakdown, $25.6 million went to socially and economically disadvantaged firms and $11.6 million were in contracts to women-ownecompanies. Future goals include a Department of Defense mandate to spend at least 5 percent of all contracting dollars with minority firms each year for at least d j t 8 & miii iiiwiiii'wiiiiiji.m' "' " three years. But how do you define a small business? "That varies depending on the commodity or service they offer," explained Pat Lindsay, deputy, Small and Disadvantaged Business Utilization Office at Hill. "And, the big push now is getting the disadvantaged business owner more involved in government contracting. That's where we've had difficulties." To meet that, the staff reviews all requirements meeting specific dollar amounts, again variable, for the requirement's competitive value. They'll recommend a set aside for small business solicitation if the source lists shows at least two qualified vendors. All solicitations are posted in the bid room of offices in Bldg. 1294. The small business office staff works closely with the source development division of the Directorate of Competition Advocacy to develop qualified vendors through fairs, facility visits, seminars and writ- ten information. They also help arrange presentations on base with members of socially and economically disadvantaged businesses. Small business official Brent Bradbury manages the 8(a) contractor program, which is specifically aimed at minority firms. "We help them develop a business plan and determine how long it will take to develop according to the goals in that plan," he said. "When they meet the goal, they essentially graduate and are ready to compete against the other companies in their field." For example, Art Suekawa approached the small business office several years ago for help in establishing the company which is now on an 8(a) contract for custodial services at Hill.
