The attention of the chemist of the department was called to this fact and he was asked as an expert what would have been a fair price for the seed at the time this stock was purchased, lie said it was sold as low a 25 cents a bushel in Nebraska, butt hat $1 a bushel would ha ve been an exceedingly good price for the very best quality, ready prepared for planting, lie was asked how large a of sorghum seed he would quantity have purchased had the matter been to him. "Mot a pound," here-plieleft "there was no reason for the purchase ot either sorghum or beet. There was no purpose in view; there was no new variety of beet seed: there was no more reason for distributing the old, variety than for sending oat white wheat." The chief of the seed divlslon-onclast summer called the attention of the chief clerk of the department to the fact that he had more than 200 ladies employed in the seed room, and protested that this force could sot be economically used; but there seems to have been no efficient reform. There seems to have been a very liberal distribution of turnip seed so far this year. The amount purchased is stated at 15,165 bushels, yet the amount on hand Is not reported in excess. The largest amount previously within five years was S,auu purchased bushels. These discoveries have been made incidentally.- - No formal investigation has been undertaken. Commissioner Washington, VI. Coleman says of the condition of affairs in the Department ol Agriculture, that .soon alter he entered upon nis duties his attention was called to the fact that the laboratory fund was uearly exhausted. In order to make up the deficiency he was compelled to furlough several employes until the end of the liscal year without pay. Now it appears that several other specific appropriations are in a like condition of ex haustion, and many minor branches of work must be temporarily tuspended. The statistical .division suffers the loss of all its State agents, and other must necessarily be made. suspensions In seed division, the appropriation for the current liscal year was $100,000. On tholrst of the present month there remained only $;J2 of this fund in th treasury. The estimate in doiall by the head of this division and approved by the Commissioner, for the purchase of seeds, called for the expenditnre of $70,000, only $30,000 leaving to pay the expense of packing and distribution. The amount for seeds from expended actually seems to have been 382,000. this fund As a result there are several kind of seeds on hand in large quantities, with no money to pay the expense of packing and distribution. There are thus in excess 13,000 pounds of beet sugar see I, between 700 and 800 bushels of pe.as and between 6O0 and 7oO bushels of sorghum seed. There has been distributed the past yar about 6,000 susar seed, and the suppounds of beet ply on band is sutlicient to last nearly three years at that rate. Some peas are on hand that cost seven dollars a bushel. Part of the sorghum seeds have been emptied from the sacks upon the floor, and two boys are employed to stir thtin around to keep them from spoiling. A wide variety of prices were for the seed. The Cawe of Com miealoner Kpavrka. Washington. 12. In the police court this morning the case of Commissioner Sparks of the general land office, charged with personal assault upon Col. Deahana, timber inspector of that office, came up for trial. The commissioner was present with his counsel. Col. Deahana was the first witness and repeated on the stand sub- atantlajly the account of the assault already published. He said the com missioner twisted his fingers in his (Deahana's) collar,, and tried to strangle him. He offered no resistance On being asked if he bad not been violent in nis conduct, witness lmpetu ously exclaimed: "Ho help me God, nio not say a word lor minutes. I'm not such a fool as to fight my superior oflicer when I want him to fix up my account." Assist Commissioner Luther Harrison testified that he wit nessed the assault and said Deahana said he had been treated like a doe. Commissioner Sparks "By whom?" witness "liy you."
