And it was the idea of the apostle varitied by Lis experience as a leader of the Mormon people, no doubt that the mass of humanity in its intellectual and political stampedes or popular movements is only to be led successfully and tricked back 1 3 any particular starting point like a etanipeded herd of cattle, viz: by skillfully assuming a position in the van of the progressive movement, and while pretending to lead it onward, gradually draw it by a roundatxmt way back into the jungle which it first broke loose from. This system of cattle management, to adeptly outlined by the astute Apostle Richards a few years ago, is the identical system of policy which the Mormons of Ogden have trie! to enrryout, here, in the past and which they are so dexterously attempting to carry out here today by leading the party division movement. This cattle policy was well practiced whm, two or three years ago, the tide of eastern emigration and eastern capital came this way. The Mormons did not want the Gentiles here but they were pleased to get at Gentile capital. The idea was to get a lot of Gentiles in here with capital, sell them lands at high prices, get their means and then wind them up on a grand scale as they bad done before with boycotts. To lead this move in Ogden the Standard was started. It assumed from the beginning to repudiate all the old Mormon exc'.usiveness, and to welcome Gentile investors to Ogden. It tried to place itself, after the line of the cattle policy, at the head of the progress of the city. The fact that a son of the Mormon polygamous prime minister edited this sheet, was hailed by some as a kind of evidence that the old Mormon policy of exclusion was abandoned in good faith end anabled the cattle policy to prosper as applied to newcomers. In the meanwhile the Liberals had carried Ogden City. It became time for the Standard to begin to lead the growth and prosperity of the city around back into the old Morman corral. Its assumed position in the van of the stampede of progress now served it well, and it engineered the Citizens' ticket into the field with partial success, bringing back some distance the stampede of placing it again partly in progressed Morman bands. Later on the division movement was sprung on the same line of polisy to chill a little more. the flow of Gentiles this way until those here can be divided against each other, broken down in detail and finally frozen out minus their; capital, when it will again be in order to let in another How f Gentile capitalists and repeat the operation. That is the Mormon scheme. The Gentile who cannot see through it is unfo. tunate. How long and with what success are the Mormons to play this cattle policy with success upon Gentiles? Was it not clearly in a line with the application of this cattle policy to the Gentiles, in itics, that this purty division movement was inaugurated and is now supported by the Mormons? Wealth and supreme power are what the Mormon leaders aim at of course but these would not be theirs in on absolute degree if the Gentiles should get in the majority throughout the territory. They have permitted domination to go as far "Gentile as they have partiy because they could not help it at once and partly because they saw a grand chance to get a grab at the new Gentile capital introduced. And their game will work unless the Oentiles maintain their unity, disregard the Mormon stampede cattle leaders of party division and rally round the grand old liberal flag, determined to contend for its advancement and victory until the majority of the people of Utah Union. are U ree-ollo- ct s. They now unite with the holy priesthood to rule or ruin, for if they succeed, ruin follows. If the Liberals suc ceed, prosperity will continue. What is now the result of the Citizens' ticket?
