During the past week Ave of the principal basking oorporatioca of Ireland have held annual meetings, and declared a dividend of ten per cent. The Standard, refericg to this improvement in the condition of Ireland, assert that a discontinuance of subsidies received from the United States is largely responsible for the improvement. The Tenants," Jthe Standard adds, bribed by American dollars, will persist in their dishonest and unlawf nl conspiracy, but left to face, unaided, the consequence of their criminal mistake, first in one place and then in another, they have found it necessary to surrender, while the humiliating collapse of the plan of campaign has given a warning as to the worth of the solemn pledges of the agitators. Gladstone has already stated that it is undeniable thaU the conservatives in some reepects have a great advantage in undertaking home rule legislation, for when the Tories propose radiThe lords growl but cal legislation. they bear it. In the meantime the most remarka ble feature is the curious reapproach- ment between Balfour and tbe Irish members the Irish see that their is, after all human and that he baa qualities of sincerity and courage not inferior to their own, There is a change on both sides and Balfour has perhaps learned the most. Banners w ith the name of Jackson's different battles printed on them, swing within one hundred yards of each other across the line of march. On one appears Jackson's noted telegram after the battle of McDowell, "God blessed our arms with victory at McDowell yesterday." Long streamers, confederate states flags and battle flags set off with national colors decorate the houses. Lee's Mausoleum is covered with evergreens and cut flowers. The statue stands on an eminence of a circle in the center of the city cemetery on the main street, well set off w ith giant trees. The sculptor is the Virginian. Edward V. Valentine, who designed The statute is the Lee monument bronze, of heroic size, and portrays Jackson with uncovered head leaning on his sword and left leg and looking out upon the Held of battle. In his right hand at his side is a held glass. The figure is in full uniform of a confederate lieutenant general. The scabbard of the sword bears the letters "U. 8." a historical fact, as it was modeled from Jackson's own sword. The statue proper measures eight feet, and surmounts a granite pedestal ten and one half feet high. Old soldiers who followed Jackson during the war are pleased with the statue. The remainder of the procession was made up of the Stonewall brigade, consisting of the Second, Fourth, Fifth VirTwenty-sevent- h and Thirty-third- , ginia regiments, under command of Col. Andrew Jackson Grieby and Col. J. K. Edmonson. The Maryland band and the confederate veterans of the army and navy from Maryland under Gen. Bradley T. JohDson, various confederate camps and carriages containing Gen. Jubal A. Early, the orator of the day. Gen. Wade Hampton, Edward V. Valentine the sculptor, Mrs. T. J.Jackson, Gen. Rosser and a number of distinquished confederate officers, and ladies of the monument committee. The procession Hist moved to the campus of the Washington and Lee university and halted about the platform, which was handsomely decorated. Rev. Dr. H. C. Hopkins of West Virginia, who, as chaplain of the Second Virginia regiment, was with Jackson in all his tights opened the ceremonies with prayer. General Wade Hampton introduced the orator of the day, General Jubal A. Early and Colonel Thomas M, Simmes who read two poems entitled "Stonewall Jackson's Way" and "Over gs to the River." Gen. Early's speeh througout was full of argument, being little more or less than a eulogistic sketch of Jackson's life. He ended as follows: "Let me conclude by saying and let every honest hearted confederate who fought bravely in the war say, 'It I should ever apologize for any part or action taken by me in the war, may the lightning of a righteous heaven blast me from the earth and may I be considered as spawn of the earth by all honest men.' " The oration was received.with tremendous enthusiasm. The procession reformed and marched to the cemetery in which the statue Here little Julia Jackson stands. Christian from an elevated platform pulled the cords which sustained the veil over the statute and exposed it to view, while the Rockbridge battery tired a salute. Irish Home Rule. London, July 21. During the debate on the Irish estimates in the house of commons, Balfour, chief secretary for Ireland, intimated that a local government bill for Ireland, based broadly on the same views as the English and Scotch acts would be introduced at the next session. He asked whether the bill would have the support of the Irish members. T. M. llealy said it would have their support. The intimation made by Balfour in commons yesterday to the effect that a local government bill for Ireland Xiased on the same lines as the English and Scotch acts will be introduced by the government at the next session of parliament is founded on the fact that such a measure will certainly become part of the government programme for the next session. ttt St. Paul Does not Want Anj Prize Fijrhts. n FITZSIMMONS ARRESTED. between F.ur,.i. ether port ia entirely v. n f.Ll. - 1 1 1 11.
