Folcbi's dismissal was decided upon on account of losses sustained by Peter's pence and because of the imprudent invest men ta and loana which bare been made under hi admin is t ration, but that waa alL It is now known that Folchi, last winter, supported by Prince Buonoompagoi and liaron Lazzaroni, resolved, in order to save the liatoo di Kama, in which tbe Vatican held 10,000 out of 12,000 share, besides other securities, to eelablish first in Paris and London and afterwards 'n Home, Berlin and New York a syndicate of Catholic banks with the object of absorbing the financial securities of Rome, which are known to be in a disastrous condition and restore them to vitality, while at the same time, raising the value of the depriciated securities. At that time Home's financial circles were interested in supporting the creation of the Catholic banks in order to put tbe depreciated securities on a d tirmer footing. Folchi, therefore, that the Vatican enter a combination to the extent of 3.000,000 lire uring that tbe millions invested in the Banco Di Roma could not be saved in any other way. Cardinal Di Kuggiero opposed the project, and the commission cardinals finally supported him, but as the commission waa merely consultative, Folchi ignored them, and, in conjunction with Lazzoroni and Buonoompagni, carried out his project. Folchi commenced by sending part of the money to Paris, where tbe first of the proposed banks was founded, but, as the pope bad not been informed of this arbitrary speculation, Folchi whs called 'to order, afterwards dismissed and the commission of cardinals, higberto purely consultative, became a deliberative body. Three years ave elapsed since tbe effort was first made to found a Catholic bank in New York t nd then the archbishop of New York was compelled to intervene and disengage the responsibilities of tbe Holy See. Last winter however, another endeavor in this direction was made. Tbe again did not succeed, but as Lazzoroni and Folchi with the supposed support of the Vatican, were the promoters. It was believed that success was assured. Now, however the fall of Folchi has pet everything in peril. The pope never has and never will enter into a combination of this sort As Folchi has placed part of Peter's pence money in the Roman speculations, which at first brought good returns, and only the actual lately decreased in value losses are not great.
