Proprietors of establishments engaged in slaughtering and packing animals, carcasses or products which are to become subject of interstate or foreign commerce, will make application in writing, to the secretary for inspection, giving detailed information in regard to their product, etc. The secretary will give the establishment an official number by which all its inspected products He will will thereafter be known. appoint an inspector to take charge of the work of each establishment as numbered. This inspector will examine all animals before slaughtering and at the time of slaughter and shall condemn any found to be diseased and unfit for food. Carcasses of cattle will be stamped with numbered stamp and the record sent to the department at Washington. Each and every article of food products made from inspected carcasses will be labelled or marked in such manner as the owner of the establisment may direct. In the ca9e of swine, in addition to above rules, microscopic examination for the detection of trichinae will be required for all products. The inspector will issue a certificate for all carcasses or products to be exported into foreign countries. 26.--T- he Treaty With Switzerland. Washington, March 26. Referring to the cable dispatch about arbitration treaty between the United States and Switzerland, it is learned at the state department that there has been negotiations pending with Switzerland for several years. Such a treaty was under consideration and ratified by Switzerland eight years ago, but Secretary Fraleinghusen objected to tbe text aa too vague and the negotiation lapsed.
