No person or corporation shall hereafter make, or cause to be made, ' any connection for the removal of age from any premises, with storm water or subsoil drains, ditches, streams or water courses, within the sewered districts of Ogden City. Sec. 7. No person or corporation shall hereafter lay any pipe or conduit, or make any excavation for any purpose within four feet of any public sewer, without the written permission of the city engineer. Sec 8. The health commission of Ogden City shall have power to order and compel connection to be made with the public sewers for the removal of from any premises, whenever in the opinion of said commission the public interest shall demand it, and such connection shall be made within ten days from the service of notice therefor from said commission. See. 11. Any cornpetext plumber and drain layer may,upon application and the approval of the city council, upon evidence of ability to do the work, and upon payment of Ten dollars for each year, receive a license to lay drain or sewer pipe, and make and modify attachments thereto and connections therewith, provided that no license shall be issued until the applicant has filed a bond approved by the mayor in the sum of Two Thousand dollars, conditioned to secure the City of Ogden against all damages that may arise from making any such attachments fc or connections with said drains or sewers, or from the violation of this or any other ordinance of Ogden City. Sec. 12. The city engineer shall have power to stop and p revent' from discharging into the public sewers any private drain through which substances are discharged which are liable to injure the public sewers or obstruct the flow thorein. Sec. 13 - Wilful violation of the provisions of this ordinance, the rules hereinbefore mentioned, or of the directions of tho city engineer or sewer inspector shall bo cause for the suspension of the license of the offender by the city engineer, in addition to any penalties which may be imposed under this ordinance, and such suspension shall operate the city until reinstatement by council, nor shall such suspension entitle tho offending party to the return of any monies paid for license. Sec. 11. There may be appointed one or more inspectors of sewers, to whom may be delegated any and all powers necessary to the proper supervision of work, and the enforcement of the provisions of this ordinance. Sec. 15. Any person or persons who shall violate any of tho provisions of this ordinance, or of the rules and regulations in connection therewith, shall be deemed guilty of a misdemoanor and upon conviction shall be fined in any sum not less than five nor more than ninety-nindollars for each offense and twenty-fivdollars for each day such person or persons shall continue in violation thereof.
