At my previous base we were required to secure our badge when we left the controlled area, but when I remind people about it here they look at me like I'm crazy. What is the policy here? 125-3dictates that all para AAFR in possession of controlled area badges will wear the badges on outer garments only within the controlled area for which it is large volume of vehicle traffic, it does not take long for traffic to back up and form a natural barrier. The base legal office advises that all personnel driving on base are responsible for knowing and observing the applicable traffic laws and regulations. The government of the United States isn't liable for personal injury or property damage unless an agent or employee of the Air Force was negligent while acting within the scope of their employment and that negligence caused the injury or damage. Merely closing the gates during an emergency creating a traffic jam, by itself, isn't sufficient to render the government liable for damages to privately owned vehicles. All outbound traffic is halted by barricades and held pending the initial evaluation at the scene. Inbound traffic is allowed to proceed under the stop, check and pass system as long as the roadway remains closed, either by barricades or incoming traffic flow.
