Couldn't better precautionary arrangements be made to have such patients wait outside in their v vehicles? Alt has long been a practice of the service at Hill, as well as other military and local civilian facilities, to avoid having patients with suspected contagious diseases occupy regular treatment areas. However, hospital officials realize having the patient wait outside is not a proper solution to the problem. Because of this Action Line inquiry, the treatment of patients with contagious diseases will be handled and isolated in a different manner than it has been. Similar patients seen in the emergency room will be brought to the pediatric isolationtreatment room. They will be asked to remain there and the provider will see them and treat them at that location. This will provide the necessary separation and isolation from other patients being seen and treated in the emergen- vinced they are the most friendly and helpful operators in the Air Force. They work very hard to earn their reputation. Since we transitioned to the electronic operator consoles, it is impossible for our operators to stay on line to assure every call is answered before they disconnect themselves from the call. That is one area where the old manual switchboard provided a capability that the new electronic board does not. With the old style board the operator put up each call with a patch cord and the cord remained up as long as the call was in progress. Operators verified the call was complete before they took the cords down. With this arrangement the operator could go back in on a call by moving a switch associated with each cord and determine if the caller was receiving. It also allowed the caller to "flash" the operator by quickly depressing the hook switch to signal that they needed additional assistance. With the new electronic operator consoles, the operator has access to only one call at a time and then must release the call in order to handle the next call. They cannot go back into a call that has been released. With the present equipment it would be very time consuming for the operator to wait and verify each call completion before moving on to the next call. To implement your suggestion would take approximately twice as much time for the operator to process each call. This could result in a need for nearly twice as many telephone operators. Our operators handle an average of 67 calls per hour. During busy hours calls to the operators stack up in queue and this results in people waiting for an operator to answer. A procedure that extends the operator time per call would severly impact the quality of service that we provide. The yellow badges you refer to are controlled area badges and restricted area badges. These badges are used as an entry credential for specific controlledrestricted areas as indicated on the badge. They must be worn at all times while in these areas and must be removed when leaving the area. They should never be used as an identification credential outside of these areas. At all other places on base or any of its geographically separated areas such as Little Mountain or Utah Test and Training Range, all personnel should be prepared to properly identify themselves and explain their need to be in the area when requested to do so. Also, contractor personnel must wear their identification credential at all times while on base. There is nothing wrong with asking the other party for identification if their action has caused you to be suspicious of their reason for being in the area. However, these actions should be taken in the spirit of security awareness and mutual cooperation for better security. These contacts must be conducted in a courteous manner.
