"Payroll offices, both military and civilian, must send IRS a copy of any form W-- 4 claiming more than 14 withholding allowances or exempt from withholding." . In turn, the IRS reviews the W-- 4 forms and may send a questionnaire to the taxpayer. Answers supplied by the taxpayer must support the withholding allowances claimed or the IRS may advise the payroll office to establish withholding as single with one allowance. "This can hurt because an excessive amount will be withheld that cannot be refunded by the payroll office,!' Mr. Florence said. "Also," he continued, "the single with one allowance status cannot be changed until an appeal is filed by the taxpayer and approved by the IRS. Even worse, if the answers do not support the withholding and there appears to be a flagrant violation of law, a $500 penalty is imposed by the IRS. Mr. Florence said he believes this should make a violator stop and think; however, "if it doesn't, the IRS has one more method of catching the guilty. According to the deputy, the IRS does not want excessive withholdings that result in unusually large federal income tax refunds. However, he said, they insist that taxpayers satisfy their tax liability as required bylaw, which means filing an ac- receiving a large number of s claiming exemp-altion from withholding or numerous withholding lowances. "If they are accurate, no problem," he said, "but if they are inaccurate, these people could be caught by the IRS."
