Use of seat belts on base is required on all Air Force bases by AFR 127-Recent surveys have indicated that only 37 percent of vehicle operators on Hill AFB are wearing them. The compliance rate is much too low. I directed the Security Police to increase enforcement in this area. I don't consider this a waste of time or government money. Wearing seat belts can and will save lives, and will prevent personal injury. Why are they allowed to do this when it is done on government time?. y It is a violation for any civilian employee, regardless of grade, to patronize service facilities during their duty hours. All civilian employees are reminded that this practice is against regulation if it is done any time during employee duty hours, except official break, lunch periods, or when in an annual leave or Leave Without Pay status. This applies to all civilian employees at this installation regardless of their military affiliation. Civilian supervisors do not have the authorization to patronize or release any civilian employee from duty to patronize the Thrift Shop, base exchange, commissary, Officers' Club, NCO Club, base restaurants, or any other service facility without charging appropriate leave.
