ServineMM Construction Needs In Circle Four Farms, formerly Smithficld of Utah, is planning to expand its existing swine production facilities located south of Milford, Utah. Four of six planned new farm sites w ill have wastewater treatment lagoons with capacities greater than 4 million gallons which will be regulated under an amended ground water discharge permit, along with the existing sites. At both new and existing farm sites manure from the hog production facilities will be washed into lagoons designed for anaerobic treatment and storage. The lagoons will be lined with native soil 1 amended with bentonite designed to have a permeability of 1 x 0 cmscc or lower, or a plastic flexible membrane liner system with equivalent permeability. Liquid from the existing lagoons is land applied as a fertilizer during the growing season, at or below the expected nitrogen crop uptake rate. The new lagoons will be sized to allow for disposal of the wastewater by evaporation. Each permitted farm site will include ground water monitoring wells to determine whether discharge from the lagoons is causing unacceptable concentrations of contaminants in the ground water, according to the standards contained in UAC R3 1 1 7-- 6.
