Also present were Recorder Hal Lessing and City Manager Gordon Baker. The folowing individuals met with the City Council fort personal interviews for the position of Police Officer: Steven R. Davis, Michael Anthony Reynolds and Brent Curtis Nelson. Shaun L. Holm did not appear for his interview. Af ter reviewing applications and personally interviewing applicants for the Police Officer position, Councilman Bradshaw moved, Dalton seconded, Beaver City offer employment to Michael Reynolds as a Beaver City Police Officer. Starting salary shall be $1,150.00 per month, plus standard benefits. Mr. Reynolds shall be on a probation period. First date of work shall be February 1, 1990. The hiring of Mr. Reynolds shail be suybject to the Police Chief completing his background check. All voted in favor of the motion. Councilman Anderson moved, Grimshaw seconded, Beaver City ratify the appointment of Robin Bradshaw to Beaver Fire District No. 1 Fire Board to serve as Beaver City's representative on the Fire Board. AU voted in favor of the motion. Councilman Robinson moved, Grimshaw seconded, the Beaver City Council ratify the appointment of Val L. Smith to the Board of Adjustment for a five year term as recommended by Mayor Lee. All voted in favor of the motion. A discussion was held oon installation of load control devices on mobile homes and vacant homes. After discussion, it was the consensus of the City Council the City Electrician be authorized to install load control devices on mobile homes wherever possible. Installation of vacant homes shall not be done until owner calls for power hook-u- p. Rex Carter, Zoning Administrator for Beaver City, met with the City Council and discussed several Zoning problems. Mr. Kelly Mortensen and Mr. Robert Christiansen were present for the discussions. Mr. Carter presented affidavits from Ronald Roberts and Garth Draper stating that livestock had been kept on his property at 500 West and 300 North and said livestock being present on the property before adoption of Beaver City's Zoning Ordinance. Councilman After discussion, Bradshaw moved, Dalton seconded, Beaver City allow Kelly Mortensen to move his horses back onto his property at 500 West 300 North because of the horses being a Mr. condition. All voted in favor of the motion. Mr. Mike Riley and Danny Williams met with the City Council and discussed possible annexation of businesses at the South interchange and obtaining water service at the south interchange. Several scenarios possible regarding possible water service to the south intercahnge and Beaver's Industrial Park were discussed. A discussion was held on having a handyman business license in Beaver City's Business License Ordinance. After discussion, it was the consensus of the City Council the State Code should be reviewed regarding Contractor's license and Handyman licensing. A petition from Beaver City citizens regarding swimming pool hours was reviewed. After review, it was the consensus of the City Council the matter be tabled for review at the next City Council with recommendations from the Parks and recreation Committee. It was the consensus of the City Council that the regular City Council Meeting of February 6, 1990 be changed to Wednesday, February 7, 1990 to celebrate Beaver's Brithday on February pre-existi- 6th. Minersville Apply's For Grant to Develop New Spring for Drinking Water On Tuesday, January "1990, at 7:20 p.m. Mayor Phyllis Truman and Council member Russell Albrecht were sworn into office. This public hearing was for the purpose of selecting a project for which application will be made for Community Development Block Grant funds. Also council members to were receive prepared comments and residents' suggestions on the proposed project. The Minersville Town Council has proposed the spring above the existing spring that Town's Minersville supplies drinking water be developed and introduced into the Town's water system. The CDBG funds would be used to fund this project. The meeting began at 7:30 p.m. There was not anyone from the public in attendance to comment on the proposed project. At 7:45 p.m. Russell Albrecht made a motion to adjorn the public hearing and to proceed with the regular council meeting. Imelda Banks seconded the motion, the motion passed. Those present for the regular meeting were: Phyllis M. Truman, and Imelda Banks Russell Albrecht. Visitors: Kevin Carter, Chamberlain (UDOT). Imelda Banks made a motion to adopt the revision of the Multi-YeCommunity Development Plan. Russell Albrecht seconded the motion. The motion passed. Mayor Truman signed and dated the revision. The Beaver County Library Board of Trustee's will hold their Quarterly Board Meetings on the second Thursday of February at the Beaver Library; the second Thursday of May at the Minersville Library; the second Thursday of August at the Milford Library; and the second Thursday of November at the Beaver Library. The public is invited to attend if they so desire. BETA UPSILON SORORITY Tickets are now on sale for our Valentine's quilt. The quilt is a patch work print featuring meuve, blue, and rasberry colors on a white background. For a touch of elegance it has been hemmed with a lace ruffle. Tickets are 3 for $1.00. Sorority members may be contacting you personally or tickets are available at the Craft Boutique where the quilt will be on display. Russell Albrecht made a motion to retain Leslie and Associates to the CDBG Aphelp prepare plication and to be the Engineering for consultant the spring Imelda development project. Mr. Chamberlain from the Utah Department of Transportation met with the council to discuss the findings of a study that was conducted on traffic flow regarding the speed limit through Minersville Town. New speed limit signs and reduced speed signs and school zone signs will be installed. Upgrading of all school zones id the state. The being done thru-oCouncil would like to keep the speed limit through town at 30 mph and no higher if possible. Mr. Chamberlain will work to help in any way that he can. The suggested speed was 45 mph, but has been lowered to 35 mph. Mayor Truman reported that she has made contacts with members of the community cancerning forming a Christmas Decoration Committee. No one has accepted as ut of yet. The cemetery development was discussed once again. Progress is slow. There is a lot of interest and some organizations would like to help in any way they can. Week of 1990 January 5, Paice Best Western Motel, Beaver, reported vandalism to one of their rooms. Bee Store, Beaver, reported gas skip of $13.40. Unable to locate suspects. Beaver, reported a gas skip of $20. Vehicle description was broadcast throughout area. The suspect, a runaway juvenile driving a vehicle stolen out of Wyoming, was apprehended by a Utah Highway Patrol Trooper. The suspect exited his vehicle East of Paragonah, Utah, and surrendered soon after. The arrest was assisted by K-- 9 units from Iron and Beaver Tri-Mar- t, Counties. A St. George man is being held in Beaver County Jail on two felony charges of Falsely Obtaining a Controlled Substance. A Milford man was arrested on charges of Driving Under the Influence and was booked into Beaver County Jail. Two traffic accidents involving inwere damage property vestigated. Fourteen responses were made to citizens' request for assistance, three to keep the peace and three to check out suspicious persons-incidents. Two animal handled. problems were Twelve traffic stops were made. Four persons received citations for the rest violations; moving received verbal warnings. UP&L TO HOLD Meetings on Irrigation Rate Schedule Changes District Norm Thompson, Manager for Utah Power & Light in Milford, Utah would like to invite all the irrigators to a meeting. A new Irrigation Rate Schedule 10 is presently before the Utah Public Service Commission which will reduce irrigation pumping costs when approved. In addition, to the rate reduction the rate design, for the schedule will be simplified, due to the changes you may want to consider is the present are on is the best one to suit your needs. We are conducting information meetings to discuss the irrigation rate schedule changes at the following locations: option you Delta on February 13th at 7:00 p.m. at the Millard County Exhibit Building. Milford on February 14th at 2:00 p.m. at the Milford High School Auditorium. Cedar City on February 14th at 7:00 p.m. at the Thorley Recital Hall, SUSC.
