The Hill Burton BUI was written and passed by Congress as a measure to provide matching funds for the construction of Health Care Facilities. At the time Milford Valley Memorial Hospital was built Hill Burton funds were used along with donations and county tax money to meet the cost of construction. In return the participating hsopitals were asked to match the Hill Burton Funding with free service to patients meeting the criteria of need.
