Significant changes In the law include provisions making it unlawful to either harvest or transport forest and vegetative products without proof of ownership. Proof of means possession of ownership a permit from the landowner or proper State or Federal agency. The Bureau of Land Management (BLM) U.S. Forest Service (USFS)andUtah Division of State Lands and Forestry issued the necessary permits. New provisions signed Into law by Governor Norman H. Bangerter allow BLM and USFS rangers and special agents, as well as any peace ? budget for the fiscal year 1986-8- 7.
