Said bonds are to be issued pursuant to the Utah Housing Finance Agency Act, Title 63, Chapter 44a, Utah Code Annotated (1953), as amended, to provide the Agency with funds to finance multi-fami- ly housing for low and moderate income persons, through the purchase of mortgages made for the construction and permanent financing of two housing developments assisted through Section 8 payments and Insured by the Federal Housing Administration. The two developments being financed are (1) Parkway Village located at 7100 South 4300 ,Wt, West Jo dan, Salt Lake County, Utah consisting of 28 family units to be developed by Parkway Village Investments; and (2) Milford Haven located at 200 North Main Street, Milford, Beaver County, Utah consisting of 8 low income eld-e- ry units to be developed by Wasatch Front Investment Associates. The proposed bonds are special obligations of the Agency payable solely from and secured by a first lien on the proceeds, moneys, revenues, rights, interests and collections pledged he's a good credit risk," Mr. Tooman said, explaining that in the past many creditors have considered ag-reg- ate those who filed bankruptcy to be absolved of all previous debts, and so unencumbered by old accounts. There comes a time for those who become increasingly dependent on credit -even to the point of making small purchases on account -to pay off those creditors, Mr. Tooman said. There are some relatively simple "danger signs" that one can recognize as harbingers of economic trouble. A key indicator, the credit bureau manager believes, is when revolving and installment account balances equal more than 20 percent of one's monthly take -- home pay, excluding mortgage payment.
