Weinberger discussed some of the president's private sector Grace Commission survey on cost control recommendations in a late July appearance before the Senate Armed Services Committee. In his statement, Secretary Weinberger discussed '. Grace Commission recommendations on retirement, multiyear procurement and increased competition, among others. The secretary told committee members he felt several Grace Commission recommendations needed further study, "...particularly those recommendations concerning retirement," he said. "In looking at this issue, we must be careful to consider possible adverse effects on readiness, and hidden costs which might outweigh savings," he said. The secretary voiced his concern with the commission's findings on retirement. The commission used only comparisons between the military retirement system and private sector business to make its recommendations, Secretary Weinberger explained. "Unique demands on the military such as high personal risk, frequent moves, long hours, and separations from the family, require a different compensation," said the secretary. The secretary noted that major reduction in retirement benefits could decrease the nation's ability to attract and retain sufficient quantity and quality of personnel. "This would be an unwelcome setback for the force that is now its said the secretary. meeting manpower goals," He told committee members it would be premature to accept the Grace Commission's proposals without considering findings of the 5th Quadrennial Review of Military Compensation, which is now under way. The findings are due in October. Impacl statement filed on range extension pkms The U.S. Air Force announced that it will file with the U.S. Environmental Protection Agency a Draft Environmental Impact Statement for establishment of. the Gandy Range Extension and adjacent restricted airspace as an area for supersonic flight training. The impact statement will be sent to federal, state and local government agencies, interested organiza " ' all-volunte- er Secretary Weinberger said, "I'm especially encouraged by the Grace Commission's support of management initiatives DOD has already instituted." Two areas he talked about were multiyear procurement and enhanced competition. The secretary said use of the measures would make the Department of Defense more businesslike. "Congressional support of multiyear initiatives would save the Defense Department $3 billion over the next several years. Through multiyear procurement, DOD expects to save some $3.2 billion during fiscals 1982 and 1983." Multiyear procurement eliminates the administrative costs of renegotiating contracts and the yearly inflation boosts that push up prices, the secretary explained. "The government is literally forcing defense contractors to charge top prices. Without firm long-terorders they are unable to buy raw material in bulk when prices are low. Without assurances of steady future business it's hard to justify making capital investments to take advantage of more efficient and economical manufacturing processes," Mr. Weinberger said. He told the committee that increased competition would save defense dollars by encouraging, innovation and competitive prices. "Many . companies don't bid for government contracts because the government has been unreliable with its alternating policies of surges and stalls," hesaid. "Surges and stalls are the result of a funding policy which starts out bold but yields to the stronger call of a domestic spending group," the secretary explained. "The Defense Department is currently trying to change its image by being a more reliable customer.
