The first of the two-papackage was House Resolution 5168, the Military Personnel and Compensation Act of 1980, and the second part was House Resolution 6974, the Department of Defense Authorization Act. With the signing of these two bills, the military men and women got a whole basketful of benefits. rt . This also provided the president with authority to reallocate up to 25 percent of the basic pay increase by grade and years of service.
