Nevertheless, the primary purpose of the Emergency Room after duty hours is caring for EMERGENCY medical needs. USAF-Hospit- al, qJJ e sjfsf rote's o The United States Magistrate's court which will handle cases arising on Hill Air Force Base is a federally sanctioned court which operates under supervision of the Federal District Court. Since it is a fully recognized court of law, the rules regarding representation by counsel are the same as any other court of law. By definition, an emergency is a medical condition which requires immediate treatment to minimize undue suffering or to prevent loss of life or limb. In addition to his emergency room responsibilities, the medical officer on duty is also responsible for hospitalized patients, some of whom are seriously ill. A defendant may choose to represent himself or he may be represented by a duly licensed member of the bar. r, other than the Representation by any defendant himself, is prohibited by the rules of the court. non-lawye- If any individual has a bonafide emergency or if the medical condition changes to where it is believed care should not be AFR 1 defines court leave as a leave of absence from duty without loss of pay or charge to Annual Leave to perform jury duty in a federal, state or municipal court. During this period, the Emergency Room provides medical care to civilian employees suffering from injuries or illnesses. Enlisted people who plan to reenlist will no longer need to extend or reenlist prior to the end of their present commitment, under a recent change to the TRAC (Transaction Reporting and Control) Program. TRAC was begun in November 1976 to give the Air Force advance information on members' career intent. The information is used for projecting actions concerning assignments, budget, manpower and local management matters. In the past, all enlisted people were required to be briefed on the requirements of TRAC 120 days prior to date of separation and had until 75 days before their DOS to indicate their intent to reenlist, retrain, retire or separate. job-relat- ed It does not manage a civilian employee's non injury or illness; however, it will furnish emergency care and first aid or minor sympton relief, if it is unlikely that the employee would seek personal medical care and if the treatment would enable the employee to complete the current work shift. job-relat- moned or assigned to testify on behalf of the U.S. Government or the Government of the District of Columbia and to employees who are summoned or assigned to testify in an official capacity on behalf of a state or local government or a private party. Service as a witness, not in an official capacity, on behalf of a private party or a state or local government is chargeable as Annual Leave, even if a subpoena has been issued. Court leave may be granted only for regularly scheduled duty hours and regularly scheduled overtime. It may not be granted when an employee is in a non-pa- y ed In all such cases where care is needed, it will refer the employee to a personal medical practitioner. The requirement to extend was deleted for two primary reasons. It was identified as a career irritant by a e retention working group convened at the Air Force Manpower and Personnel Center; and experience indicated it did not measurably improve Air Force loss projections. full-tim- In addition, airmen stationed overseas will no longer receive a TRAC briefing along with their assignment forecast as long as they have the required retainability for a reassignment. These changes are outlined in an interim message change to Vol. 1, "USAF Reenlistment and Retention Program."
