These actions, taken by national and state leaders, should cause us to stop and reflect on small business activity and its impact upon each of us, not only as consumers on the local economy, but on our obligation as employees of the federal business base? Small businesses must be considered the skeletal structure which supports this nation. Slightly more than 200 years ago when the United States was struggling to become an independent nation, it was little more than bare bones. It was a grouping of small businesses, family enterprises, a group of friends engaging in commerce, or the hearty individual doing business in his own name that provided strength and character to lift this nation toward its dream of independence. It was these small businessmen who provided the industrial strength to withstand efforts to repress that dream of freedom. Two centuries and more have now passed and things have not changed too much for the small businessman. The basic structure of our economy has been fleshed out with some companies becoming extremely successful, and many of them becoming multinational in their scope of operation. This is where the small businessmen come in. Small business organizations in every city and state over this nation make it possible to keep the wheels of industry turning. During this designated week of April 30 through May 6, it should be a time to reflect on President Carter's Small Business Week Proclamation. It should be for every person in the acquisition process a period of attitude adjustment. am asking each employee who specifies a source on a purchase reauest, prepares a mailing list for solicitation, and every engineer involved in procurement method coding, to examine basic attitudes concerning what small business does each day to support the big businesses with whom you deal I each day. It can happen if everyone becomes aware of the importance to our mission of maintaining a strong stable base through expansion of small business capabilities and opportunities.
