As a member of the Armed Forces I belong to a segment of the community in which patriotism is an obligation as well as an attribute. It is an obligation which requires the fullest measure of loyalty, devotion to duty and dedicated service to our nation. I call on every member of our Hill Air Force Base family to accept that same obligation of loyalty, devotion to duty and dedication to serve our nation. I urge you not only to be willing to fight and die for our great nation, if it should be necessary, but further to live for it. We must do our part to insure that the United States properly assumes a role of world leadership in the quest for lasting peace. Each of us can play a part in this world drama of life and help our country maintain its role of leadership so that when another hundred years rolls around the United States can celebrate its tricentennial in a world dominated by even greater freedom and peace. A person incapacitated in this sense means mental incompetency as opposed to a physical inability. A common practice among service members is to always have a Power of Attorney made out to their wife, usually a f General Power of Attorney. President of the Contiinental Congress, said: "We are now a nation and I am ready to hear you vote on the question, 'Resolved that Dr. Franklin, Mr. Thomas Jefferson and Mr. John Adams be a committee to prepare a device for a Seal of the United States of North America'." That committee and other committees worked for six years until the Great Seal in its present form was finally approved by Congress in 1782, and bears the date of its authorization, July 4, 1776. Over the eagle s head are 13 stars on a blue field in the rays of the sun surrounded by clouds, a constellation symbolizing the birth of the new Nation. The Great Seal also serves as the national coat of arms of the United States. A Power of Attorney is a means by which the grantor authorizes the grantee to sign papers or perform an action in a stated manner for the grantor of the Power of Attorney. Although a Power of Attorney may be undated and be used for an unspecified time, it is recommended that an expiration date be included. One good reason for stating an expiration date on the document is that the older the Power of Attorney gets, the more likely it will be questioned as to its validity. There are two types of this most beneficial legal document--- a General Power of Attorney and a Specific or Special Power of Attorney. SOME POTENTIAL DANGERS There are a couple of dangers in keeping a General Power of Attorney on hand at all times. First, a marital relationship abuse the may deteriorate and the dissatisfied spouse might to get the were Power of Attorney. Secondly, if a third person document, he or she might pose as the grantee. There is no doubt that Powers of Attorney are useful instruments and very beneficial when needed. However, as already mentioned there are some dangers and the grantor generally should prepare a Power of Attorney only when thereof is a specific need, or that one is likely to arise. Being aware that specific need, the grantor of the Power of Attorney should then prepare a Special Pow er of Attorney in order to provide for that need. SPECIAL POWER OF ATTORNEY ( GOING Of the two, the Special Power of Attorney is preferred because it is less likely abused by the one granted the Power of Attorney. Specific instances where it can be useful include shipping household goods or vehicles, obtaining quarters, purchasing or selling real estate, medical care of dependents' cashing checks, and purchasing, selling, or registering an automobile. ; TO BB) ( A VACATION ; NEVER .':-:WXl'U. . GENERAL POWER OF ATTORNEY The General Power of Attorney authorizes the grantee to do any legally binding act and thereby binds the grantor to any act done on his behalf by the grantee. Whether a special or general power of attorney, there are some basic elements. Among these necessary elements are a grantor (person giving authorization), grantee (person getting authorization,) purpose or nature of the Power of Attorney and its' term (time it remains valid.) common misunderstanding held by many service members is that a Power of Attorney is effective even after the death of the grantor. This is a false assumption.
