This Executive Order establishes the policy and guidelines for all employees within the federal government in equal employment opportunity. The Executive Order, in part reads, "This policy of equal opportunity applies to, and must be an integral part of every aspect of personnel policy and practice in the development, employment, advancement and treatment of civilian employees of the Federal Government." Our direction and purpose in this area should be considered high priority and receive our continuous attention. The President, in a Memorandum For Heads of Departments and Agencies on Aug. 8, 1969, referred to the seriousness of the task when he said, "No more serious task challenges our nation domestically than the achievement of equality of opportunity for all our zens in every aspect of their Editor's Note: TWe following statement on the Equal Employment Opportunity Program on the Air Force Logistics Command was issued by Gen. Jack G. Merrell, AFLC commander. Equal employment opportunity remains a goal in this command that I am dedicated to achieve. It can be realized only through the awareness, active participation, and meaningful affirmative efforts on the part of every individual in the work force. Further, this goal cannot be obtained merely through program indevelopment al-or programs taking part because developed ready there is a requirement for doing so. Rather, the objective of equal employment opportunity regardless of race, color, religion, national origin, or sex will be fully realized only through a sincere and personal dedication because it is the right and the proper course of action. On Aug. 8, 1969, the Pres too many minority employees are concentrated at the lower grade levels, victims of inadequate education and past discrimination. Women employees are also concentrated in the lower grade levels. Compara tively few minority group members are entering the government at the middle level and in the xi Cy professional lives regardless of their race, color, religion, national origin or sex." The President's directives have called for new changes and a commitment that is reactiviflected in ties and operations and offers challenges in the following areas: Improving our system for gathering information on minority employment to identify problem areas. There are still many areas of the nation where federal employment of minority members does not adequately measure up to the potential represented in the population generally. Gen. Jack G.
