Phipps, a Small Business specialist, is one of three persons at Hill AFB with this designation. The other two are men. This career girl has been in Procurement since January, 1951, when she was employed as a clerk-typis- t. At this date the Korean conflict was worsening and the procurement operation was in its infancy. Mrs. Phipps was called upon to perform all types of clerical operations, including typing, operating the reproduction machines, and distributing all kinds of procurement documents. In the next few years, she received a thorough groundin procurement procedures and by 1956 she was named ing procurement clerk, where she was responsible for the preparation and consolidation of numerous AFLC reports. Thoroughly indoctrinated by then in both Base and Central contract when procurement work, she knew a water-tigshe saw one. After a short break in service, she returned to Hill as a clerk typist in the Landing Gear Division of the Directorate of Materiel Management where she became familiar with purchase requests. Eight months later, she accepted a promotion in the Small Business Office. Her new job gave her a broader knowedge of contract administration and introduced her to the Small Business field. Two years later, she was transferred back to Procurement, her first love, and was soon promoted to the position of secretary to the chief of the Small Business and Contractor Relation Office a position she held for five years. to talk to visitors, set up appointIn this capacity she had ments, and became more familiar with the operation of various other offices on the base. For the past two years, Lola has been a procurement assistant and a small business specialist. The Armed Services Procurement Act of 1947 provided for a fair proportion of government purchases and contracts to be placed with small business concerns. In her capacity, she coordinates with buyers and contracting officers in Base Procurement in amounts over $2,500 to assure that the interests of small business firm are considered. Some orders are set aside for only small businesses to bid on.
