A high school education is no longer sufficient to meet the needs of modern technology and the increasing complexities of society. We must especially strive to develop a strong engineering and scientific capability. Also, I have found some people wrestling with problems beyond their capability to solve, yet these people were reluctant to admit they couldn't cope with the situation singlehandedly and had said nothing to their supervisors. Because Ogden has rated consistently high in the old performance measures, we now have the highest goals to meet in the new system. This is where our challenge lies, to improve a performance which is already considered good. Since the last state of the command report, final credit has been received on the fiscal year 1967 cost reduction program. Of all participating AFLC organizations, OOAMA had the largest dollar goal, $48,000,000 and achieved the most dollar savings, $54,000,000. This represents an achievement of 113 of goal. In the past, a good share of each State of the Command presentation has been devoted to a critique of our performance in the AFLC horse race. This can no longer bej done, because we now have a completely new system for measuring our performance effectiveness which is even more challenging than before. This new system is designed to measure the improvement we make over our own past performance rather than stressing, so heavily, the idea of competition between AMAs. While the competitive factor is still present, what we are primariy striving for is improvement. Upgrading the educational level of our work force is a very important objective. An important step in this direction was taken by our civilian personnel office. 2720 questionnaires were distributed to personnel whose records did not indicate high school graduation. About half the questionnaires were completed and returned. 699 employees indicated a desire to take the general education development test.
