"I am always looking for trends. In the area of depot maintenance, I think I can see the trend that we can expect to get out of Zero Defects. I believe that we are getting more quality the first time. Maintenance is the perfect target for this campaign. In Maintenance, it is fairly easy to recognize the people I 3? who are accomplishing the Zero Defects concept and to reward them. In other areas, this may be a little more diffi cult. Specifically, I am talk- ;imr about management. Lt Gen. Kenneth B. Hobson "The other day I read an Auditor General's report having to do with the operation of commissaries. It was discouraging to see the magnitude of accounting and posting errors, and of errors associated with accounting for inventory. They amounted close to a quarter of a million dollars. The mistake that disturbed me the most had to do with the misinterpretation of instructions. The implication was that the first-lin- e manager had not failed, but that management had failed by not giving the people a system that could operate. "Before you can expect to motivate people to do things correctly, you should be ferreting out those areas that require management to clean up the system. Too often management harangues the workers without giving him clear and precise instructions on what to do and how to do it.
