LeMay is studying ways and means of implementing Department of Defense policies calling for higher t rates of proficiency pay and initiation of "superior performance pay. The Defense Department policy announced earlier this summer placed the Air Force in a financial squeeze. Without additional fund authorizations, it faces the unhappy situation of having to drop some 24,000 men from the proficiency pay rolls in order to underwrite the higher rates for others. General LeMay is expected to either ask the Department of Defense for additional funds or appeal for Air Force relief from paying the higher rates. DOD Basic Revisions .The Defense 'Department an nounced basic revisions to the prdficien'cy pay system in May Which provided for higher rates of pay ranging from $50 to $100 monthly and a $25 monthly superior performance' payment to men in specialties not authorized proficiency pay. The new policy, to become ef fective Oct..l, 1963, provides for two distinct categories of pro ficiency pay systems identified as specialty pay and superior performance pay. Because of a national short age of engineers and the severe competition from industry and other government agencies, the Air Force cannot see an increase in procurement of officers possessing required quali. fications. To alleviate the condition, the Air Force is seeking engineers from within its own ..resources and officer records are now being" screened at .Hq. USAF to identify the type of officer required. Selections will be made indi vidually and qualified officers will be programmed by name for reassignment during the period October through March. To improve retention and re duce the engineer shortage in AFSC, the Air Force is conduct ing a special program whereby qualified officers may volunteer for assignment to R&D duties. Criteria Listed The eligibility criteria for regular and career reserve officers is as follows: An engineering degree at the baccalaureate level or above in. a major academic field coded as 02 through 26, inclusive -- ' .
