He further stressed the importance of genuine supervisory interest and the need for an environment in which employees are stimulated .to originate and propose worthwhile suggestions for the improvement of government op- erations. A writer and lecturer on international affairs, Mr. Godard has prepared many studies for Department of Defense schools. He recently completed a study "Steel and China's Economic Potential". Since there is no standard work available in this field, this study is being used as a text at the National War College, the Industrial College of the Armed Forces, the Air University, the Army War College, and the Naval War College. He comnleted his formal work for the Degree of Doctor of Philosophy at New York University last month in the field of International Affairs, with the Far East being his special snhere of interest. Mr. Godard's flying career began in 1017 when, as a cadet in the British Royal Flying Corps, he made his first solo flight. He later served in France and with th Royal Naval Air Service. In 194fi he was assigned to the Industrial College of the Armed Forces where he remained as a member of the faculty until 1052. He was assigned to the Far East Air Logistic Force in 1052. and later served as Chief, Logistics Division, Far East Command and United Nations Command Joint . Site of the convention is the Newhouse Hotel in Salt Lake City. Tonight's activities include "Reno Night" in the Governor's Suite beginning at 6 p.m. The highlight of tomorrow's activities will be the Air Power Luncheon to be held in the Ballroom at 12 noon. Guest speaker for the luncheon will be Dr. William J. Piatt, Deputy Director of the Division of Economic Research, Stanford Research Institute, Men-l- o Park, Calif. Elections will be held Saturday afternoon. Entertainment for the ladies goes on at 2 p.m. They will be treated to a book review and organ recital.
