General Morris B. Harbold There is a tendency within any big organization for the development of a general feeling that the best of facilities and conditions is only normal; a situation to be expected. There is little thought or consideration given as to how or why these confusion in accepted conditions came about. There ais, allied thereto, the minds of many as to what constitutes standard condition and what ' . still remains a privilege. of an the for proper functioning organization The conditions required are different today from what they were not so many years ago; A daily grind of twelve to fourteen hours work is not required of an individual. Working and living conditions are much improved; recreational facilities are provided; rest periods have been instituted; industrial medical facilities have been made available. These changes have not been confined to the civilian industrial organization only; they have tanen place in the military organization also. These changes have not come about without a struggle; some of them bitter and bloody. More changes are in process and others are still to come, but the bitterness of the struggle has diminished. There are good reasons for this. These changes and improved conditions have resulted from the brains and efforts of many. Improved conditions have made the workers efforts more productive; production engineering has evolved new techniques and methods of production, which in turn have made the workers conditions less dangerous,' and less tedious. It is a combined effort of brains and brawn. Neither are exclusive to the worker or to management. Remember, however, that these changes and these improvements came "the hard way." They were not accomplished overnight; they were not accomplished by the wave of a wand. It took work. The "dead-beat- " and the "gold-brick- " not even themhave never helped anybody i selves, Most of these improved conditions have been accepted as standard generally through competition between organizations. requirements But there have bfeen and remain certain privileges. These privileges are the "extras" that are earned by "extra" effort or "extra" brains They are not part of the regular menu. They exist and will always exist as an incentive and award to him who "puts out." As improved conditions 'become general, some of these extras may become standard requirements. When they do, new privileges are evolved. More changes, more improvements will come; but they can only come with increased production as an end result you can't get something for nothing. motor I "'(( Mi lit HI 'ii ii it AFPS 009 !
