Utah b3 South 6 S The raid was planned to test amphibious tactics and technique la a large scale operation. Some 6.100 men left Britain for the attack. Only about 1500 returned. The raid was not designed to be more than a trial of new techniques developed in a new conception of warfare. The possibility of a large loss of Ufa was taken Into consideration. Tactically, the sortie against the ancient port of Dieppe was a failure, although survivors were evacuated as planned. But valuable experience was gained. Natural Target Dieppe, primarily a resort town of more than 20,000 population, was a natural target for a test raid. It was known to be heavily fortified, and the narrow beaches of the region, backed by high chalk cuffs, presented obstacles that could be expected at many places en the Invasion eoast The deep and sheltered harbor la one of the best of eastern Normandy. Come on uill By Harry Marlowe Utah State Press Association New Feature A move for a special session to consider perhaps next fall the recommendations of Utah's 60 man Public School Survey Commission picked up considerable momentum on Capitol Hill this week. First real talk of such a session was heard after the commission presented its report at a joint session last Thursday. The report offered 25 legislative recommendations, requiring over 30 bills. One of the main arguments against immediate consideration of the program was lack of time. Little less than two weeks remain to the session before it is slated to adjourn on March 12. There are nearly 45) bills before the two houses that have been introduced and received no attention. Senate action on the school report was to hand the school commission bills to a committee, which is to come up with a recommendation to how they should be handled. It is believed that if any are urgent ,they can be handled now and other matters can be considered at another session. Some talk of a special session immediately following the present regular session also have been stifled. Legislators want a chance to get home and get the reaction of their constituents on the conclusions drawn by the school commisA m j Food Budget basic rule which all homemak-ershould remember in their effort to solve tl food budget problem is to save before they spend. A conference committee from the two houses may be eventually handed the matter, just as a conference group may also be the last to report on reapportionment. Each house has passed its own bill on the latter, and it might be reconciled since each body is of the definite opinion that the Sen52 West ate should be set up on an area basis and the House on population. Principal field of controversy over the commission report is in finances. The survey group says another 7,190,000 will be necessary from the state level for the public school program during the next biennium. This will cover a natural increase in school population and classroom units and a recommended increase in the minimum classroom unit H cost from $3300 to $3500. It also accounts for a transfer of some costs from the local to the state level Not taken into consideration is the $1,500,000 appropriated for teacher retirement and $2,157,000 asked of the state to aid needy districts in school buildings. On the other hand, the commission would have the local districts pay for the school lunch program and place the $527,741 in state school lunch funds derived from the four per cent tax on liquor-- in the uniform school fund. the two houses Meanwhile, wrestled with the appropriations bill with hopes of cutting it to provide funds for state buildings. The House passed the bill soon after it was introduced but called it back for reconsideration after House Republicans had met with Governor J. Bracken Lee.
