The gerat volume of money pour ed Into the widely scattered projects by federal, state, county and city administrations has reached every part of the state, rehevein per sonal distress, aiding business rec overy and rebuilding community morale But while all of these activities and all have been going forward, reauirine careful atentlon to the planning and execution, the future of the state has not been forgotten. Planning for the best economic development of the state is a very imporant function of the government. This type of directional forethought in the past has been one of the many duties of department heads. The planning function thus accomplished was generally done and state programs became fairly well unified. Some of our state departmental executives have realized for years past the definite need of a planning system extended into the future. It was this type of forslght that caused the Utah state road commission in 1928 to formulate a ten year plan of state road building. Other departments have followed this idea ip the adoption of long-tim- e plans. The value of pur poseful planning was brought home last summer when It became known that Utah was one of trie first states to receive immediate response to telegraphic petitions for drouth relief. There was no expensive delay and waiting for plans to be drawn with definite aims and supporting reasons. Plans were already prepared and based upon facts, the most of which had been in de partmental files for months. An apreciative word should be expressed for the FERA state organization, set up under the direction of Robert H. Hinckley and ably carried on by a capable and efficient corps of workers. It has been my privilege to work with that organization daily and I can attest Its loyatly. My sympathies have t?one out to those whose normal Incomes have been cut off and whose work lias been lost and prospects ruined by the widesnorad drouth of the past year. Although Utah took action and secured drouth relief funds earlier than other states, the work was undertaken none too soon. Conservation of water, saving of orch ards and other cros were projects under drouth relief. Help in scores of places was given to secure culinary water. Attain the government aided, and again valuable service was rendered by volunteer and by ether workers who responded to every call and valiantly met and aided In overcoming serious conditions. Since September 1. 1932, the state of Utah has received from the federal government $18,652,546 in RFC CWA and FERA funds for relief The state contributed purposes. from the sales tax $1,912,354.61 and local governments gave $1,176,033 39 In addition, local contributions un-d- e rthe CWA amounted to $707- 717.31, making the total local funds contributed $1,883,750.50. All of this money has been expended for the drouth and unemployment relief. This does not take into account the state building program, for which 1.512,500 was secured by the state administration as a loan and grant to provide employment for those engaged in building construction work architects and those engaged in building trades generally.
