Instead of the higher priced coal. Savings have been effected in the establishing of a central supply room, and centralized buying of school supplies. Another saving was brought about aunng tne present year, by Supt. Harnett, in tne reorganization of the Nephi schools on the Junior High school plan. This plan has eliminated one teacher with no loss in school efficiency, thus reducing teacher cost by over one thousand dollars per annum. Janitor costs have also been reduced during the present school term, effecting a substantial saving. The N. H. S. Book Store, and all financial activities of the schools are now entirely under control of the Board of Education. Administration of school districts will always be more or less of a problem It is like a business in stitution that is under one roof. The control is scattered very often over a wide area. This condition places part of the management on the principal of each school who Is really the branch manager. At the present time our force consists of 65 people, including the members of the Board of Educa tion. Probably you would be interested to know where the revenue is obtained to operate this school system. is derived Well, about $60,000.00 from our local tax. $30,000.00 comes from the State school fund, on the $25.00 per capita of school aee basis. $1500.00 Fund. from the State High School fund. registration fees. Juab School District is in good financial condition at the present time, with no outstanding debts, other than the bonded debt. From present estimates we shall close the present year with a small cash balance. Adverse court decisions cost the district over $1,000.00 in the disputed bank tax cases with which you are all familiar. In conclusion, the important thing of the future In school finances as I see it, lies in the direction of good business administration. A clear cut observance of the budget law, both in the letter and spirit of that statute. The elimination of waste to a minimum. Earnest study by Board members of the financial end of the school system, and an intimate knowledge of the needs of the district over which they have direction. Intelligent effort to reduce overhead expenses wherever possible, without injuring or impairing the efficiency of the schools. The use of sound judgment whenever attempts are made to add to the present cost of education, unless the benefits to be derived have been thoroughly demonstrated beyond all question. Only by such policy can the present revenues, and tax levy, be made to fit the expenditures and the budget balanced, without entailing too great a burden on the taxpayers by calling for increased levies. ......
