The United States is today the richest country not only In all the world but in all history. It lias a national weal th estimated at three hundred billion dollars and a national yearly income exceeding sixty billion dollars. Sum- zning it up briefly we contribute one- fourth of the worlds' agricultural pro ducts. One third it's mineral pro ducts and one third of it's manufac tured goods. We have given mankind such inventions as the1 steamboat, the cotton gin, the telegraph, the aero plane, the submarine and the moving picture. The world needs the pro ducts of our land and we would be denying the world its legitimate claim upon us if we close our doors to Its proper expansion. 'We must be In ternational minded enough in our outlook to realize that no nation, or individual can live by itself alone But in order that our country may grow properly we must check this our present unregulated flow of immigration which is no, longer needed or de sired. What we now need Is a constructive legislation to deal with selection rather than restriction of em migrants. We need labor treaties with foreign governments which will take place of our present inefficient and Inadequate methods of control of our Immigrants through consular service and pass ports. Our government has awakened to this fact and a great many immigra tion bills have been introduced In Congress. The ones that handle the situation best are: The Johnson bill. The Dillingham bill, The Senate Com mittee bill, and the Sterling bill. The Johnson bill prohibits all im migration for one year. The Dillingham bill, limits our number of immigrants annually to five per cent of the number of persons of their nationality already resident in the United States. The Senate Committee bill like the Dillingham bill limits all immigration annually to 6 per cent of the num ber of their nationality resident in this country. To make it more con venient and in order that the United States can more easily determine the proper number to admit, the nation ality must be determined by the coun try of birth. The Sterling bill meets more favor ably the requirements for selection in immigration. It lodges the general control of immigration in an immi gration board, having as the chair man of this board the secretary of labor. The board through its agents abroad are to investigate all pending Immigration, and Inquire into the motives of all immigrants. It- Is to make reports on the unemployed laborers and the. kind and amount of immigration desired. Another func tion of the board is to analyze the number of aliens according to the ethenic groups. The number of those naturalized each year and the number of American born children of The board will foreign parents. also prepare booklets in English and foreign languages on the rights and duties of aliens and distribute these booklets among the immigrants. Such a bill as this would place the responsibility where it should be. As immigrants should know all require ments before they leave their country. And so if at any time this board should enact a bill excluding non-a- s similatable groups such as Chinese, Japanese, and orientals. They would that they could not be admitted Through the enaction of some such bill it would then be possible to arrive at definite understandings with each country involved on the quantity, and quality of immigrats wanted here, and provide for their arrival and co operation. If some such provisionwere made the problem of asslmuiation would be greatly simplified. We must formulate, and still more important enforce a national immi gration policy,, which is predicated on economic development and requirements of this country, on adquate means for the propeT distribution of immigrants and on our powers and the immigrants capacity for true Such a policy would automatically and intelligently reg- ulate the flow of immigration into this country at Its source and keep tae stream free from polution.
