The United States Washington. government entered into a formal agreement with the de facto government of Mexico on March 13, under which American troops will cross the border to bunt down Villa and his bandits with the expectation of hearty from the Carranza forces. Secretary Lansing made public the text of a note accepting General proposal for a reciprocal arrangement between the two governments and announcing that the United States held this arrangement to be now In fore and binding upon both parties. General Funston will carry out hla task under this agreement, Plans for the troop movements bave gone ahead without regard to the diplomatic exchanges. Mr. Lansing also made public a statement Issued In the name of President Wilson, reiterating that every step being taken by the administration la based on the deliberate Intention to preclude the possibility of armed Intervention in Mexico. The note to Carranza defines the terms of the agreement beyond the possibility of misconstruction. In brief. It provides that where conditions arise on the American side of the borer similar to those at Columbus which led to the orders to General Funston to enter Mexico, the same privilege will be accorded to the Mexican de facto government without the necessity of a further exchange of views. It Is clearly stated, however, that the bandits to be pursued on American soil by Mexican troops must have come from the American aide, committed depredations on the Mexican side and fled back again to United States territory. There Is no such Instances on record in recent years. Car-ranza- 'a bowels. Then you will feel great. A Cascaret straightens yon ut by morning. They work while box from you sleep. With the exception of La Constitucion, the publication of which has been stopped by the police, the newspapers published here in Spanish have refrained from editorial comment on the action of the United States government In pursuing Fran-cUc- o Villa into Mexico. In an editorial, the Constitucion declares that the United States has intervened officially In the recent Mexl-Icarevolutions; its newspapers have published articles and cartoons to stir up American poputar feeling In regard to Mexican affairs, and that not long ago the press praised Villa as the Napoleon of Mexico; and that American business interests have helped to finance and equip various revolutionary parties for selfish reasons. Then, in heavily leaded type, the the paper recalls the case of French Intervention in Mexico in 1862 under treaties that were afterward entirely disregarded in the forcing of Maximilian upon a throne. Extremely heavy Infantry fighting has taken place northwest of Verdun and on the outskirts of the Bols des Button, to the north of the Alsne, with the Germans In both regions the aggressors. Elsewhere along the line artillery duels of great proportions are under way. In the sector between Bathlncourt and Cumleres, northwest of Verdun, the intense artillery bombardment of the Germans was followed by an Infantry attack, but over the entire front of three miles it was repulsed by the French with serious losses, except between Bethlncourt and Le Mort Homme, where the Germain gained a footing at two points in the French trenches. The Germans three times to the north of Die Ainne threw their troops against the French positions northwest of the Dots des Buttes, but none of the attacks proved successful. In the forest of Argonne the French guns effectively shelled German positions. North and east of Verdun the artillery duels continue.' To the north of St. Mihiel, in Lorraine, and in the Vosges mountains, the gun of both sides have been active. A large number of fights In the air have taken place around Verdun. In these four German aircraft have been brought down. French aviators have sgaln bombarded the station of Brleul-les- , behind the German lines north of ' Verdun.
