In our industrial progress we have found it necessary to apply the principle of state control in the solution of many perplexing financial problems when private interests have been i'i enntlit. Strikes are weapons used by laborers to enforce their demands upon their employers while lock puts are corresponding weapons in the hands of employers for bringing their labor rs to terms. Both are dangerous. Theband. cannot stab the heart without self destruction, neither can the head cause the feet to be burned without itself suffering pnin. Employers and laborers are both members-usefuand denieinbei-of oiid body, pendent the body politic. No member of this body can suffer without causing all the other members to suffer with it. The interest of the body therefore demands imperatively that one member be not allowed to injure another. But shall it be left to th? members individually to determine the treat mew t each shall accord the others? This would but develop selfishness among the members and phce the weak at the mercy of the strong and make the interests of the whole body subservient to theinteresls of its stronger members. Should not the whole body in its unified, organized capacity have control of all the member? Yet this latter has been our method in dealing with strikes, when we have deigned to interfere at all. We do not allow our citizens to kill or cripple one another because their usfulness as citizens is thus destroyed or impaired, and the state suffers with the individuals. Suppose we apply the above principle in the present. strike in the coal mines. Instead of sending troops to protect the compa ny's property and the lives of such miners as desire to work, we should appoint a receiver to take charge of and operate the mines, paying the men the wages in vogue before the strike (less ten or twenty per cent, guaranty lund)and turning over to tho owners the profits (less an equal amount as guaranty fund.)
