Happenings in the The' 3Hth Utah State Legislature closed shop st midnight, March 13th, after 60-days in session. That is constitutional law. Some 297 measures weer passed. Most of these were revisions of present laws, bringing them up-to-date and improving them. Amo'ig fie laws passed which will affect nil of us is the increase in sMos tax from 3 to 4 percent at the state level. There Is also the j present percent lor me local government so the tax will be 4",i percent, This Increase will bring in about 23 million dollars. Thirteen million of this will go for elementary and high schools. There will not be a, -is in the lool taxes from 16 to j 18 mills according to Senate Bill 3 which is the Education Bill. This bill was studied, debated compromised aiv.1 passed. Nobody is completely satisfied with it but it is my opinion that the people of the stale and the teachers can and should live with It and that the present high level of education can and will be maintained with mutual good will nnd respect. lll-jher Education received about 5.4 million dollars increase making Hbout 40 million dollars out of the General Fund. Tuitions were increased in-creased for resident and non-resident students. However, money was made available to students for loans. It is felt that those who use the universities should pay a larger part of the way. This business busi-ness cf increased funding is necessary neces-sary to keep our institutions of lcarnin: at n high level. We are in a period of inflation over which we common people have little or no control. The Collector Roads bill passed both houses. My amendment put on a 5 maintenance figure and the House of Representatives changed it to 10. This will be paid for by the 1 cent increase per en Hon on gasoline. This is a good, fair proposition. The money will be spent for local roads. We must have good county i-oads to carry tho traffic which is increasing. of blue. The line greeted guests before a white backdrop draped with blue. Mrs. Roper wore a gown of white lace. Mrs. Cook wore navy blue crepe. Filling best man duties was a brother, Max Cook. Program numbers included a reading by Karen Eliason, a song by the bride's grandmother, Mrs. Deona Black and two aunts of the bride Lorene Smith and Dorothy Teichert; a song by brothers and a sister of the bride accompanied by their mother. Master of Ceremonies Cere-monies was an uncle, Keith Tolbert. Tol-bert. The newlywed couple received many beautiful and useful gifts. IFPSSSBSl White and Old Gold. State Senate . . . Trucks, tourists and road users will pay this tax. The Inventory Tax repeal was passed as was the Green Belt Amendment. The people voted for this. I couldn't go Plong with the former because I felt it was a business busi-ness tax and the repeal narrowed the tax base. Six million dollars will have to be made up. The later was necessary as we are to re-ap-pralse !ll property and this really could put farmers out of business. Hhe Blue Cross-Blue Shield will have to pav 2'.i premium tax I voted against this. We passed a "truth in lending ac!." which will help our peoph'. For one thing it will stop deficiency Judgements 'f the article is re-possessed and the value Is under $1,000.00. We passed a building bill for higher institutions of learning which should give Snow College a science building for $560,000 which will be matched with federal funds and College of Southern Utah an administration building for $459, 0'VJ. Many others measures were passed, most of which I have written about Including drug abuse und ntrolic 1 ws, e!-'etioii liaws, judicial retirement measures, etc. We will go back .iext year for 20 days in a Budgetary Session--with perhaps other matters thrown in. I was against yearly sessions but the people said they wanted them so we will do it. Thanks for writing to me and calling me up. It really helped a lot. I made mistakes but remember that each bill passed had to have a majority of the votes. When a measure passed I did not like and voted against I told myself that. This is the last communication for now. Thanks Respectfully yours, G Stanford Rees Open House ....
