Show SECOND WARD AREA KEYS BRIEFS LUCRE KIMBER Kent and wife Shannon Miller left Friday for Logan where they both will be attending school this coming year. Edwin and Goldie Miller attended attend-ed the funeral for an aunt, Mrs. Amanda Munson in Salt Lake City Wednesday. Diane Larson spent three days last week with her sister and family, fam-ily, Carl and Ruth Cowy. Mr. and Mrs. Carl Corry attended the S'.ewart family reunion at Meadow last Sunday. Mr. and Mrs. Henry Hansen and Ruth spent the weekend In Price, Dag&rton and Ferron visiting relatives. rela-tives. Ruth was busy getting genealogy gen-ealogy information on her family lines. LeRay McAU'ster and children Maria and Bruce of Orem visited Friday with his folks, Mr. and Mrs. Lee McAllister. Lee and LueUa McAllister had the pleasure Sunday of having as their guests Mr. and Mrs. Glen McAllister Mc-Allister and daughter Donna Lou of Gunlock, Utah brother of Lee's, and Mr. and Mrs. Wes McAllister, Lee's uncle of Kanab. They had a nice visit. I talked to LueUa Monday Mon-day and she still isn't too well. We all wish her well. Mr. and Mrs. Don Simmons of Long Beach, Calif, visited with their cousin, Mrs. Hazel Gronning over the weekend. Mr. and Mrs. W lliam J. Starley attended the marriage of their CONSTITUTIONAL A JOINT RESOLUTION PROPOSING PRO-POSING TO AMEND ARTICLE ARTI-CLE XIII, SECTION 2 OF THE CONSTITUTION OF THE STATE OF UTAH, RELATING TO AN AD VALOREM TAX EXEMPTION; PROVIDING THAT TANGIBLE PERSONAL PROPERTY WHICH IS SHIPPED SHIP-PED BEYOND THE STATE OF UTAH WITHIN A PERIOD OF ONE YEAR MAY BE EXEMPTED EX-EMPTED FROM AD VALOREM VALOR-EM TAX. Be it resolved by the Legislature Legisla-ture of the State of Utah, two-thirds of all members elected to each of the two houses voting in favor thereof: there-of: Section 1. It is proposed to amend Article XIII, Section 2 of the Constitution of the State of Utah to read as follows: Section 2. All tangible property prop-erty in the state, not exempt under the laws of the United States, or under this constitution, constitu-tion, shall be taxed in proportion propor-tion to its value, to be ascertained ascer-tained as provided by law. The property of the state, counties, cities, towns,- school districts, municipal corporations and public pub-lic libraries, lots with the buildings build-ings thereon used exclusively for either religious worship or charitable purposes, and places of burial not held or used for private or corporate benefit, hall be exempt from taxation. Tangible personal property present pre-sent in Utah on January 1, m., which is held for sale or processing pro-cessing and which is shipped to final destination outside this state within 12 months may be deemed by law to have acquired 'no situs in Utah for purposes of ad valorem property taxation and may be exempted by law from such taxation, whether manufactured, processed or produced pro-duced or otherwise originating within or without the state. Water rights, ditches, canals, reservoirs, power plants, pumping pump-ing plants, transmission lines, pipes and flumes owned and used by individuals or corporations corpora-tions for irrigating land within the state owned by such individuals indi-viduals or corporations, or the individual members thereof, shall not be separately taxed so long as they shall be owned and used exclusively for such purposes. Power plants, power transmission lines and other property used for generating and delivering electrical power, a portion of which is used for furnishing power for pumping water for irrigation purposes on lands in the state of Utah, may be exempted from taxation to the extent that such property is used for such purposes. It is proposed to amend Article VI of the Constitution Con-stitution of the State of Utah by adding Section 32, to read as follows: Section 32. Notwithstanding any general or special provisions provi-sions of the Constitution, the Legislature in order to insure continuity of state and local government operations in periods per-iods of emergency resulting from disaster caused by enemy attack shall have the power and immediate duty (1) to provide for prompt and temporary succession suc-cession to the powers and duties of public offices of whatever nature na-ture and whether filled by election elec-tion or appointment, the incumbents incum-bents of which may become unavailable for carrying on the powers and duties of such of grandson Steve Cahoon to Jean Lumpkin Thursday at the IDS Temple in St. George.' The taxes of the indigent poor may be remitted or abated at such times and in such manner as may be provided by law. The legislature may provide for the exemption from taxation of homes, homesteads, and personal person-al property, not to exceed $2,000 in value for homes and homesteads, home-steads, and all household furnishings, furn-ishings, furniture, and equipment equip-ment used exclusively by the owner thereof at his place of abode in maintaining a home for himself and family. Property not to exceed $3,000 in value, owned by disabled persons who served in any war in the military mili-tary service of the United States or of the state of Utah and by the unmarried widows and minor min-or orphans of such disabled persons per-sons or of persons who while serving in the military service of the United States or the state of Utah were killed in action or died as a result of such service may be exempted as the legislature legis-lature may provide. -. The legislature shall provide by law for an annual tax sufficient, suf-ficient, with other sources of revenue, to defray the estimated ordinary expenses of the state for each fiscal year. For the purpose of paying the state debt, if any there be, the legislature legis-lature shall provide for levying a tax annually, sufficient to pay the annual interest and to pay the principal of such debt, within with-in twenty years from the final passage of the law creating the debt. Section 3. The secretary of state is directed to submit this proposed amendment to the electors elec-tors of the state of Utah at the next general election in the manner provided by law. Section 4. After visiting with his folks and o'.her relatives for two weeks he is moving his family to San Francisco where he intends to practice law. Mr. and Mrs. Wil'ard Stephenson this week took their daughters, Gwen to Provo where she will attend at-tend BYU and Renee to Logan to attend USU for the coming year. Ruth Ann Lyman, daughter of Edwin and Louise Lyman and Laura Lee Hansen, daughter of Dan and Lucille Hansen, started their schooling at BYU last Tuesday. Helen Hersleff is out of the hospital hos-pital now and Is staying with Agnes Ag-nes Strickley and will be home on Thursday. We are happy to hear she is doing so well and will be home again.
