Larsen and Howe A JOINT RESOLUTION PROPOSING PRO-POSING AN AMENDMENT TO SECTION 11 OF ARTICLE ARTI-CLE XIII OF THE CONSTITUTION CONSTI-TUTION OF THE STATE OF UTAH RELATING TO SYSTEMS OF PUBLIC ACCOUNTING AC-COUNTING UNDER THE TAX LAWS OF THE STATE. Be it resolved by the Legislature Legisla-ture of the State of Utah, two-thirds of all members elected to each of the two Itouses voting in favor thereof: Section 1. It is proposed to amend Section 11 of Article XIII of the Constitution of the State of Utah so that the same shall read as follows: Section 11. There shall be a State Tax Commission consisting consist-ing of four members, not moie than two of whom shall belong be-long to the same political party. The members of the Commission shall be appointed by the Governor, by and with the consent of the Senate, for such terms of office as may be provided by law. The State Tax Commission shall administer admin-ister and supervise the tax laws of the State. Be it resolved by the Legislature Legisla-ture of the State of Utah, two-thirds of all members elected to each of the two houses voting in favor thereof: Section 1. It is proposed to amend Article XIII, Section 2 of the Constitution of the State of Utah, to read as follows: Section 2. All tangible property prop-erty in the state, not exempt under the laws of the United States, or under this constitution, constitu-tion, shall be taxed in proportion propor-tion to its value, to be ascertained ascer-tained as provided by law. The property of the state, counties, cities. towns, school districts, municipal corporation and public libraries, lots with the buildines thereon used exclusively exclu-sively for either religious worship wor-ship or charitable purposes, and places of burial not held or used fnr private or c6rpor-ate c6rpor-ate benefit, shall be exempt from taxation. Water rights, ditches, canals, reservoirs, power plants, pumping plants, transmission lines, pipes and flumes owned and used by individuals in-dividuals or corporations for irrigating land within the state owned by such individuals or corporations, or the individual members thereof, shall not be separately taxed as long as they shall be owned and used exclusively for such purposes. This action is brought to quiet title in the Plaintiff Plain-tiff to certain property described as follows: The Southeast V of the Southwest South-west H of Section Five (5), Township Eighteen (18) Souh, Range Seven (7) West, Salt Lake Base and Meridian, and containing contain-ing 40 acres, more or less. Under such regula-' tions in such cases and within such limitations as the Legislature Legis-lature may prescribe, it shall review proposed bond issues, revise the tax levies of local governmental units, and equalize equal-ize the assessment and valuation valu-ation of property within the counties, the duties imposed upon the State Board of Equalization Equal-ization by the Constitution and Laws of this State shall be performed by the State Tax Commission. In each county of this State there shall be a County Board of Equalization consisting of 1 the Board of County Commis sioners of the said county. lh County Boards of Equalization shall adjust and equalize the valuation and assessment of the real and personal property within their respective counties, coun-ties, subject to such regulation and control by the State Tax Commission as may be prescribed pre-scribed by law. The State Tax Commission and the County Boards of Equalization shall each have such other powers as may be prescribed by the Legislature. Section 2. The Secretary of State is directed to submit . this proposed amendment to the electors of the state at the next general election in the manner provided by law. Section 3. The taxes of the indigent poor may be remitted or abated at such times and in such manner as may be provided by law. The legislature may provide for the exemption from taxation of homes, homesteads, and personal per-sonal property, not to exceed $2,000 in value for homes and homesteads, and all household furnishings, . furniture, and equipment used exclusively by the owner thereof at his place of abode in maintaining a home for himself and family. Property not to exceed $3,000 in value, owned by disabled persons who served in any war in the military service of the United States or of the State of Utah and by the unmarried widows and minor orphans of such persons may be exempted as the legislature may provide. The legislature shall provide by law for an annual tax sufficient, suf-ficient, with other sources of revenue, to defray the estimated esti-mated ordinary expenses of the state for each fiscal year. For the purpose of paying the state debt, if any there be, the legislature shall provide for levying a tax annually, sufficient suffi-cient to pay the annual interest inter-est and to pay the principal of such debt, within twenty years from the final passage of the law creating the debt. Section 2. The secretary of state is directed to submit this proposed amendment to the electors of the State of Utah at the next general election in the manner provided by law. Section 3. If adopted by the electors of this state, this state, this amendment shall take effect the first day of January, 1953, South, Range Seven (7) West, Salt Lake Base and Meridian, and running thence North 2195 feet; thence West 630 feet; thence South 42"28' West 2976.3 feet to the Southwest corner of the Southeast M of the Northwest North-west ',i of said Section 18; thence East 26-40 feet to the place of beginning. The provisions of Section 7, Article XIII of this Constitution Constitu-tion shall be construed as limitation limi-tation in the rat3 of taxation on tangible property for district dis-trict school purposes and not on the amount of funds available avail-able therefor, and, further, no moneys allocated to the Uniform Uni-form School Fund shall be considered con-sidered in fixing the rates of taxation specified in Section 7 of Article XIII. Choral Clark, Sharon Clark, Verla Jenson and Shirlee Shields, on the work of the Relief Society. A Trio, Verla Jenson, Sharon and Choral Clark. A skit by Arlene Perkins Per-kins and Shirlee Shields. The leader lead-er visiting was Sister Ivy Allred, from Hinckley. She also gave us a fine talk on our Relief Society work. A good crowd attended and good refreshments served. Dale- "Boothe and Steve Terry made a trip to Salt Lake City on their motorcycle Saturday and Sun day. Mr. and Mrs. Roy Bendixon and Barry and girl friend, from Salt Lake City, visited with Mr. and Mrs. Cal Boothe over the weekend. Mr. and Mrs. Lee Boothe and Craig from Salt Lake City, visited with their parents, Mr. and Mrs. Cal Boothe over the weekend. Mr. and Mrs. Zen Boothe and Judy, and Mr. and Mrs. Cecil Shunz and Keith, made a trip to Kanosh and visited with Mr. and Mrs. Bob Oppenhiemer and Mrs. Mildred Op-penhiemer. Op-penhiemer.
