Reams said that when there is a downturn in . the economy, the Capital Improvement Project (CIP) Fund is one of the "easiest" items to cut to reduce expenditures, because a project can be built the following year. He listed some of the capital cap-ital improvements Orem has put in over the past several years, including over $20 million in recreation recre-ation projects, the $5 million mil-lion Public Safety building, build-ing, $9 million in street lighting, and rebuilding Center Street and 400 South and widening 800 South. While some capital improvement projects can be deferred, the city is planning to spend $75,000 this year to rebuild tennis courts, and is setting aside $20,000 in case fiber optics lines are needed in road work. A looming challenge for the city is the need for a 15 million gallon water tank that will cost approximately $7.5 million. mil-lion. Reams said Orem is seeking a $1 million federal fed-eral grant to help fund the purchase, but a $6.5 million bond would require a 12 cents per 1,000 gallon monthly rate increase for water usage. He said city staff will be coming back to the council coun-cil on the issue in the fall, after the summer watering water-ing season. A critical Water Reclamation Fund (sewer) expenditure bud geted for this year is the 1000 South freeway crossing line that will cost $450,000, but is expected to ease pressure on infrastructure operating operat-ing at near-capacity. One of the budget issues being considered by the council is whether the city should leasepurchase leasepur-chase a fire ladder truck and park maintenance equipment costing $1 million, to be paid over a five to six year period. "We are not hiring a lot of people," Reams said, "but we need the equipment for employees to do their jobs." The fire truck is needed to access greater heights and distances, dis-tances, and the park equipment to maintain new recreational areas such as Nielsen's Grove, Lakeside Sports Park, and Canyon Park. Reams emphasized that in the past, the city's budgeting philosophy has been to overestimate expenditures and underestimate under-estimate revenues, which has created "good cushions" cush-ions" and allowed the city to build up reserves. This year, however, the city has "gone to the razor's edge" on the budget, he said. It is still "solid", but there is "not a lot of cushion." cush-ion." In other business, the council approved three consent items one authorizing the Housing Authority of Utah County to operate within the city; one endorsing a City of Orem Scera Park Pools monument sign; and one setting a public hearing for May 27 at 6:45 p.m. to consider the Check City Rezone, a proposed pro-posed rezone of property at 15 South State Street that would allow an addi- Competitive Rates Great Service Se Habla Espanol Call for a Quote Today, You'll be Glad You Did. The council also approved a "housekeeping" "housekeep-ing" item, adding a definition defi-nition to the Orem City Code for "Structure-Subgrade," "Structure-Subgrade," or below grade structures. Wording on subgrade structures was also added to the regulation section of the code. The council approved a resolution authorizing the mayor to sign an interlocal agreement for Orem to participate in the North Utah County Groundwater Study, an analysis to acquire information infor-mation on what effects future groundwater development will have on the aquifer system of northern Utah Valley. Orem's share of the cost for the study is $42,898 over four years. Other participants in the study include: the United States Geological Survey (USGS); the State of Utah Division of Water Rights; Alpine City; American Fork City; Town of Cedar Hills; Central Utah Water Conservancy District; Eagle Mountain City; Highland City; Highland Water Company; Jordan Valley Water Conservancy District; Lehi City; Lindon City; Pleasant Grove City; Provo City; Town of Saratoga Springs and the Town of Vineyard. Kids double their goal to help little ones born too earlj Kids from ages six weeks to 6 years will spend the morning walking walk-ing at the R-Kids Childcare Center at Utah Valley Regional Medical Center on Friday, April 25, on behalf of babies who need special medical attention. Beginning at 10:30 a.m., the children will see who can take the most laps around a specially spe-cially marked course. Each year the child-care center sets a goal to partic ipate in the March of Dimes Walk-a-thon. The children at the center learn some babies are born too early and need extra attention from doctors in order to get better. To help those babies receive the care they nee, the children earn money by gathering pledges for the walk-a-thon and by doing special projects for their parents or helping out around the house.
