Volunteers have the opportunity oppor-tunity to spend time playing with children with disabilities and their siblings while their parents are in classes and support sup-port groups. Community members mem-bers can participate in planned activities with the children as they help the children learn to socially interact. Volunteers are asked to commit to a regular regu-lar schedule-either once a week or once a month. Volunteer times include Tuesday, Wednesday andor Thursday from 5:45 p.m. to 7:45 p.m. or 7:00-8:30 p.m. with an occasional occa-sional Saturday shift. Kids on the Move is currently current-ly serving about 450 families each month with visions of expansion in the near future. Kids on the Move promotes two different programs for these families. One program is an Early Intervention program that is aimed toward infants up to age three who have developmental develop-mental delays and or disabili ties. Children participate in play groups and have a personalized person-alized program designed for the child with speech and physical phys-ical therapy to help them develop into their greatest potential. Groups can participate. Individuals working on their Eagle Scout Award can plan different projects and build items. Additional volunteer opportunities oppor-tunities are available throughout through-out Utah County. METHOD OF ASSESSMENT ESTIMATED COST OF IMPROVEMENTS The total cost of financing the Improvements in the District including overhead costs and the funding of a reserve fund, is estimated esti-mated to be approximately approxi-mately $2,217,000 of which the City will pay $0, leaving a remainder of $2,217,000 which shall be paid by a special assessment to be levied against the property which may be affected or specifically benefited by such Improvements. In lieu of utilizing a guaranty fund, the City Council intends to create a special reserve fund to secure payment of the special assessment assess-ment bonds (the "Bonds") anticipated to be issued to finance the Improvements. The reserve fund will be initially funded with proceeds of the Bonds in an amount equal to approximately approxi-mately ten percent (10) of the total principal amount of Bonds to be issued, plus amounts sufficient suffi-cient to pay capitalized capital-ized interest on the Bonds for a one-year period. The City Council anticipates applying any moneys remaining in the reserve fund to the final payment on the Bonds which, in turn, would offset the final assessment payments to be made by the owners of property benefited by such Improvements, all of which will be further described in the assessment ordinance ordi-nance to be adopted by the City Council. In addition, estimated estimat-ed costs of assessment assess-ment include estimated esti-mated overhead costs which the City projects to incur in the creation and administration of the District.
