Show Sen. Garn Loses Efforts to Remove Building Sanctions An effort by Senator Jake Garn (R-Ut) to remove sanctions sanc-tions from legislation establishing establish-ing national uniform building standards was recently defeated defeat-ed by a 45-49 senate vote. The Garn amendment, which was co-sponsored by Democrats Bentsen, Eagleton and Morgan, attempted to remove sanctions which would be imposed on any city or community which did not adopt the national building rules. The Senator said the sanctions include denying loans from any federally insured financial fin-ancial institution to any prospective homeowner in a community which did not adopt the national uniform standards. "Not only would these sanctions sanc-tions destroy the mortgage lending business of some cities and cripple their economy," said Garn, "the uniform building build-ing standards deny local governments the right to establish estab-lish their own standards. As I have said many times before, I feel it is big brotherism at its worst for the Federal government govern-ment to impose its standards on local governments and deny locally elected officials the right to govern their municipalities. municipa-lities. Besides, a survey shows that 90 percent of the nation's cities will have their own building build-ing standards by 1978. It would take HUD as long as six years to put national standards into effect. So, by what right does the United States Senate impose im-pose uniform standards? "I am fully aware that the Ford Administration supports this program but in this case, the President is wrong. I don't disagree with what they are trying to accomplish by establishing estab-lishing building standards. All I am saying is let's do away with these sanctions which would cripple the economy of some communities which did not comply with the national standards." stan-dards." Senator Garn noted that another an-other bill containing the same national uniform building standards stan-dards and sanctions narrowly passed the Senate several weeks ago and that the legislation legisla-tion is now in conference with the House. He said the House version does not contain the sanctions and that he will do all possible to see that part of the House bill prevails. Garn is on the Conference Committee. BASIC SUPPLEMENTAL SECURITY INCOME PAYMENTS WILL BE INCREASED STARTING IN JULY Basic supplemental security income (SSI) payments will be increased starting in July to keep up with the cost of living. The supplemental security income program pays monthly checks to people with little or no income and limited resources who are 65 and over or blind or disabled. The amount people get depends primarily on other income they might have. Eligible people with no other income at all who live in their own households have been getting get-ting supplemental security income in-come payments of $157.70 a month for one person and $236.60 for a couple.
