Show Hate Mosquitoes? Eliminate Breeding Places! The Utah County Mosquito Abatement Department has thanked the City of American Fork for the many things they have done to reduce the number of mosquito-breeding areas within the city, and has asked the city council for help in informing in-forming the citizens of some of the methods of moquito control. Thoroughly clean and flush all catch basins and gutters, filling catch basins in where possible to prevent water accumulation. Permanant ponds and ornamental orna-mental ponds should be planted with Gambusia affinia, for biological bio-logical control of moquitoes. These are mosquito eating fish, and they will be supplied without with-out cost by the Utah County MAD. After Memorial Day and any holiday, all flower vases should be removed, or at least turned over so no water can remain in them for mosquitoes to breed in. Emphasis should be placed on source reduction. Any low spot with Vater should be filled in if it serves no useful purpose. Mosquito eggs cannot hatch un- Gam Labels IRS Arrogant, Unresponsive "Of all the Federal bureaus and agencies, the Internal Revenue Service is the most arrogant and unresponsive," according ac-cording to U.S. Sen. Jake Garn (R-Ut.). Garn said that he is receiving an ever-increasing number of letters from constituents complaining com-plaining about the IRS and the bureau's seeming lack of concern con-cern about taxpayer complaints and questions. "We somehow have to make the IRS aware that people do need help, that the agency enforces en-forces a very complicated law and must listen to citizen complaints," com-plaints," he said. "But it goes beyond that with IRS. In this country, we've developed a system of law that presumes that you are innocent until proven guilty. The court system was founded on that premise. But here is a regulla tory agency that operates completely com-pletely on the opposite side of that argument; that you are guilty until proven innocent. When they come up with an audit and think you have done something wrong, you must prove your innocence or be fined or imprisoned. "The entire system of IRS is backward, and we have to reverse it. They need to be more responsive, and have the burden placed on them of proving that the taxpayer is guilty, rather than the taxpayer having to prove that he is innocent." The Utah Republican also said that the IRS should curb its general law enforcement activities activi-ties such as investigating private citizens! activities and collecting private information by administrative summons and that the practice of sharing tax records iwth other agencies should be stopped. "Vc have fundamental right to privacy," Garn said. "Allowing "Allow-ing the IRS to continue to pry into our lives and to make records that should be confidential confiden-tial available to other federal offices, further extends the power of government to interfere inter-fere in our lives." Garn said he will support legislation to "bring the IRS into line and make it more an agency of the people." Their concerns include the identification, iden-tification, evaluation, and rehabilitation reha-bilitation of individuals afflicted with speech, language, and hearing disorders. Their services ser-vices are made available through hospitals, health department, university clinics, public and private schools and private practitioners. Dr. Bown stated that people of all ages have speech, language and hearing problems.
