A proposed 1967 Utah County budget of nearly $1,600,000 based on a levy of 6.65 mills, was approved by the County Commissioners Com-missioners Friday afternoon. The actual figure of $1,592,396 is some $26,500 more than the 1966 budget although the mill levy will remain the same. 4 The budget was approved unan-" 4 imously by the three-man cora-. cora-. mission, two of whom were defeated de-feated for re-election this past November. Since the commission will pass into Republican control in January Janu-ary when Floyd Harmer andStan-ley andStan-ley D. Roberts assume office, there was some question if they could revise the budget in January. Janu-ary. Several of the newly elected elec-ted officials expressed concern that their budgets were cut and they could not switch funds once they took over. $. Based on a 96 per cent collection collec-tion of taxes, which as estimated Would amount to Just about $1,600,000, the budget anticipates no Increase in assessed valua tion, though there probably will be one. This was done, Commissioner David L. Greenwood said, in or der to insure that the next com mission Is not caught with a shortage of funds near the end of the next year as is the case In Salt Lake City this year, Included In this budget was a decrease of $19,105 for four of the county offices in the area of wages and salaries, with the rest of them remaining the same as in 19G6. Capital outlay expenditures ex-penditures were dropped from $11,430 to $7,800, a decrease of $3,630. : A new item to appear In the budget was $35,760 for a home health service provided under the recently enacted Medicare program. The service, to be administered ad-ministered by the County health department will allow nursing, as the law states. It is expected the program will be self-supporting within the next two or , three years, the commissioners fall . LlUe four-office budget cuts were, county assessor down $7,000 from 1966' s appropriation appropria-tion of $89,000; attorney, cut from $25,465 to $22,385; county commission decreased from $38,727 In 1966 to $36,227; and county recorder chopped from $54,720 to $51,195. Mr. Greenwood said the budget, bud-get, was made from a realistic realis-tic approach to all factors taken Into consideration. He told El-wood El-wood Sundberg, county auditor-elect,, auditor-elect,, and M. Dayle Jeffs, attorney-elect, they should consult with their own commission officials of-ficials about restoring any lost funds. Mr. Greenwood also added the new commission would be free to . revise the budget as they wished once they were in office. But several people at the meeting meet-ing said the commission, by law, cannot change the budget unless there is an "Emergency" and that no inter-departmental transfer trans-fer of funds may take place. - Mr. Roberts said the commission's commis-sion's "hands are tied now," and that it has no figures available availa-ble from the current commission on which to base a realistic budget. bud-get. The author is the highly respected re-spected economic historian, Dr. Leonard J. Arrington, professor of economics at Utah State University. Uni-versity. Dr. Arrington s book is "Beet Sugar In the West," which de tails the 75-year history of the Utah-Idaho Sugar Company from its founding in Lehi, Utah, in 1891, to the present year. U and Ts Lehi plant not only was the first sugar factory in the Mountain West, but was also 'the first to be equipped with American-made machinery, the first to utilize beets grown by irrigation, the first to establish a systematic syste-matic program for the production of seed, and the first to set up auxiliary cutting plants connected connec-ted by means of pipelines with central processing plants," Dr. Arrington notes. The company's importance as a source of sugar for the nation, and as an economic factor in the life of the Moutain West aYe stressed in the book. Two Men Injured In Auto Crashes A Lehi and an American Fork man were injured early last Saturday Sat-urday morning in separate crashes in Lehi. A car driven by Gary Clark, 21, Lehi, went out of control, skidded backward into a service station ice machine, then into a parked truck. The accident occurred oc-curred at the Rowley's American Station, First East and State. Another car driven by Erwin Chlpman, 45, of American Fork, went out of control, hit a telephone tele-phone pole, then flipped over near the same service station. Both men were taken to the American Fork Community Hos pital where they were treated for minor injuries. The accidents were investigated by the Lehi Igellce Department. Early interest in beet sugar production In Utah began with visits by missionaries 1 of the LDS Church to sugar factories in France in the 1850" s. Dr. Arrington' Ar-rington' s book traces the history of the industry from that time to the formation of the Utah Sugar Company (which became Utah-Idaho Utah-Idaho Sugar Company) in Lehi in 1891. The company's history includes in-cludes expansion from that limited limit-ed beginning to the buiding of plants all over Utah and Idaho, as well as In Nevada, Oregon, Washington, Montana and South Dakota. It encompasses "the problems created by the boom prices of World War I and the subsequent collapse, the outbreak of Curly Top disease that almost destroyed destroy-ed the industry, and the achievements achieve-ments of scientists in developing develop-ing disease-resistant plants." Much of the work of scientists and agriculturalists in developing develop-ing more productive varieties of beets and in combating disease problems was done in Utah, at the U. S. Department of Agriculture's Agri-culture's Division of Sugar Plant Investigations Laboratory In Salt Lake City, and at Utah State University. Uni-versity. The book is 234 pagest including includ-ing appendixes giving the officers of the company, brief histories of the factories operated by the company, production records, and bibliography. Dr. Arrington s research and writing were supported sup-ported by a grant from the company. com-pany. Dr. Arrington is author of "Great Basin Kingdom; An Economic Eco-nomic History of the Latter-day Saints," and numerous booklets and articles on various aspects of the economic history of the West. He has been Fulbright of American Economics at the University of Genoa, Italy, and is now on leave from Utah State as visiting professor of history at the University of California at Los Angeles.
