NATION At Subscription Rate Tactics and Farm Support The House has voted to return the farm support program to the old rigid basis of 90 per cent of parity. Yet it seems almost certain that this attempt at change will get no fur ther at least this year. For one thing, the Senate has shown no enthusiasm for shouldering responsibility at this point for junking the present flexible support policy. Senator Ellender, who says he be lieves in high, rigid price support as a farm policy, has given notice that his Senate Agriculture Committee would not consider the measure this session. Another reason is that the which the bill was passed makes it self-evident that even in the House a presidential veto would be upheld. A third reason lies in the Democrats' cut domestic issue for use in the farmers are not prospering And return to fixed high supports has a strong appeal to those who feel there might be a and past prosperity. But such an appeal would eve of an election than 18 months before it. And it doubtless has occurred also to seasoned Democratic leaders that should the farm picture improve by next summer, whether because or in spite of present policies their party could reap credit and avoid blame by abstaining For no knowledgeable observer of the farm situation would like to go on record that either policy would solve the nation's agricultural problems within a twelvemonth. Why the flexible program offers more hope is because it points agriculture toward eventually adjusting to the wants of a changing world instead of keeping it shored up at a level of times that are past. BUILDERS MONEY BILL. . .The House this week unanimously passed a measure to spend $31.5 billion of your money during the fiscal year beginning July 1, 1955. This represents approximately 75 of the nation's expenditure. The appropriation was for the Department De-partment of Defense. HEAVY RESPONSIBILITY . . . Voting . for spending at - this scale is not a pleasant task and It carries with It heavy responsibilities. respon-sibilities. But after reviewing the testimony and listening to the debate on the measure, I feel the cost of our defense program pro-gram for the coming year can be easily Justified. ARMY AND NAVY. . . .The overall appropriation represents an increase of $2.7 billion over the amount we are spending for defense during the current fiscal year. The appropriations for the Army and Navy however have been cut by nearly $1 billion so that the net effect of the new bill will be to increase funds available for the Air Force and other defense warning network by nearly $3.5 billion. SLEEP IN PEACE. . .The rate in which our Air Force is modern lzing and improving is tremend ous. Since 1952, there has been a 1 de crease in military personnel! But there has been a 27 Increase in the number of air wings; a 29 increase in the number of active aircraft, and a 33 Increase In-crease in the total flying hours, This shows that we are receiving value .for our expenditures. TOTAL DEFENSE. . .No matter how much we spend, there can be no total defense In this age of supersonic speeds. The total defense will only come when the design of our enemies against us are changed. It has been said that you can kill a man but you cannot shoot an idea. While we are at work changing ideas, we must remain strong and this is costly.
