J 1" Ic V y , ' River 'development and flood control rank high on the list of America's postwar post-war plans. Many of these projects call for dams which may also produce electric elec-tric power. ' This involves issues that should be discussed dis-cussed and settled now rivet to cross in advance. Many of us in the power business have had M long experience with- riverside ......plants, in the production of both steam-" generated and hydro-electric power.' In fairness to all taxpayers and in the interest inter-est of the many million users of electricity, electric-ity, we think we ought to outline our convictions and suggestions on river development and flood control. 1 When a dam is proposed, all of its purposes should be clearly defined in the legislation flood control, navigation, irrigation ir-rigation or power. And just as clearly, the benefit to the people affected should justify the cost. . r : 2 If power is produced at government-built government-built dams, it should be sold to existing power systems, without special privilege j or discrimination. This will save the expensive duplication of transmission facilities, facil-ities, help to co-ordinate the entire power supply of each region, and assure its widest wid-est possible use at the lowest practical rates. 3 Any savings made possible by this plan should be passed along to the users of electricity, under regulation by State Commissions or other properly constituted regulatory bodies. This will assure alt the benefits of river development and hydro-power hydro-power without the added expense of government going Into business andr competing with its own citizens. i 4 Government in any business endangers endan-gers all business. Government in business escapes many normal business obligations, enjoys free mail, pays no federal taxes, and few, if any, other taxes, little or no interest. If government can sell electricity on this basis, it can sell shoes, groceries, automobiles, or anything else the sams way. Government may properly regulate . business in the public interest but should not opera ta business. It should not play in the game for which it makes the rules.
