Story on page 1. Elementary School in Spring is a glorious and interesting time. Things are happening all around us. As a fisherman I saw a , maverick nightcrawler that had left my lawn and crawled onto the sidewalk. It brought back pleasant memories of fishing trips last summer sum-mer with friends that are dear to my heart. Of sitting in a boat on a sun soaked lake, of sharing our favorite sandwiches. Oh winter, with your cold and chilling gas bills you cannot take those memories away. My neighbor on the south of me, bless her young ambitious heart is putting me to shame. Already she has mowed her lawn and pruned their ; trees. Husband has had back trouble and spent some time the hospital. When he is well they make things go like a purring dynamo. Good neighbors are like the summer sum-mer dew, refreshing and inspiring. I even took advantage of the good weather to clean out my garage. It's surprising how you can gather so much junk over a few years. There were paint brushes that I had used and put in a can vowing that I would clean them up and make them usable. But time turned them into solid globs never to be used again. . ' Now don't think I am completely lazy. I did change the oil and clean the air filter on my garden tiller. I even turned over a little soil to see if it would work. What a thrill to see rich brown earth that will soon be ready forseed. It's good to see people asking, shoveling and trimming it shows that life is being renewed. . I was downtown a few days ago and except for a disturbing incident it was an enjoyable experience. The disturbing incident happened at the crosswalk on first west and center. A young woman with her little daughter was crossing the street when a car that was going too fast almost hit them. I watched this crosswalk for a while and observed several cars disregard the presence of pedestrians and fail to stop as the law requires. I recommend a member of our police force spend a little time there oc casionally. Not only could lives be saved but the City coffers could be improved by ricking up these errant drivers who care little about the safety of their fellowmen. - Interesting things happen on Main Street. A little dog, breed unknown, came wondering down the sidewalk. He stopped at a fire hydrant and sniffed it over. Then with disdain he continued on his way. His next stop was at a water fountain. After sniffing ; it good he did what dogs do. . k ; Two Levi clad teenage girls came walking past each one munching on a do-nut. There was a look, of pure ecstasy on their faces. - : - a ; - Aye indeed, there was a time in the lives of all of us, when you munch on av: little thing like a do-nut it was the; essence of joy because the world was new and worries were few. :- As I look out my window I see a robin on the topmost branch of my -neighbors tree. He suggested the proposed culvert could feasibly be under construction as early as late 1983 - an estimate considerably earlier than estimates the Water District has circulated. That time factor raised itself as a chief concern of the mayors. "What can we expect in additional costs if there is more delay?" asked Wilson. "Who pays the additional costs for redesign and delay time if this system is adopted?" asked Hilbert. Christiansen said if the mayors unified and put the proper pressure on the Water Conservancy District and the U.S. Bureau of Reclamation, the time involved could be cut considerably. con-siderably. "After all, the Bureau works for the people. If we let them know both entities could live with this solution, I think they'll be inclined to work with us on this," he said. The mayors from Salt Lake County, including Wilson from Salt Lake City, William Leavitt from Alta, La Dell Muir from Murray, Jerry Maloney from Murray and Lee Wanlass from Bluffdale, wanted to return to their individual city councils for ratification but left a "good faith" vote with the Timpanogos congregation. It was urged that Robert Hilbert take the draft directly to the water board and inform them of the unity of the two-county mayors' group.
