May 24, 2HKi at Accord Ac-cord Lakes in Sevier County-He County-He was born October 31. 1921 in Duchesne. Duch-esne. Utah to Harold and Florence Rohlf-ing Rohlf-ing Carter He married Gloria Wadley and was later divorces He married Shirley Shir-ley Stilson in KUto. Nevada in 1971 Byron grew up m the basin and attended schools there His family moved to Pleasant Grove where he graduated Irom high school and participated on many sports teams. Byron worked at Geneva Steel foi ' ears as a I ire Chief and in the Saletv Ijepartment He raised his children on the family farm in Manila. His passion was for the outdoors and enjoying hunting and fishing with family and good friends. He is survived by his wife Shir-lev Shir-lev of Orem; four children: Marshall (Trudy) Carter, Cedar Hills; Gten (Kathy) Carter, College Station, TX, Laura Lee (Jerry) Boren, Lehi; Carolyn Mcltvaine, Las Vegas; stepchildren: step-children: John Stilson, Indianola; Christine (Kevin) Elmer, Provo; 15 grandchildren; 28 great-grandchildren He was preceded in death by his four sisters. Funeral services were held Wednesday, May 31, 2006 at 11:00 a m in the Olpm Family Mortuary Chapel, 494 South 300 East, Pleasant Pleas-ant Grove where friends may called one hour prior to services. IlIO call 344 2923 4 HCttM ?."X Clarence Jans Tingen, 92, was born on Nov. 27, 1913 to Jans Tingen Tin-gen and Johanna Elizabeth Van Veen in Ogden, Utah His family moved to Fresno, California in 1920, where he later graduated from Roosevelt High School. He served in World War II in the Army Air Corp as a Radio Operator, Opera-tor, from 1941-1945. During the war he met and married Wilma Arline Todd on April 5th, 1942. After the war Clarence and Arline moved to Fresno, California to help his ailing father. On July 7th, 1947, their first child was born, Robert Edward, who was mentally handicapped. handi-capped. On July 9th, 1950, another son was born, James Dwight Tingen. Tin-gen. On December 2, 1951, Diane Elizabeth was born. On October 26, 1961 his first born son past away due to illness. After 30 years at the Fresno Post Office, Clarence retired in 1975. After 35 years of marriage, Arline past away on October 4, 1977. Clarence met, and later married Bonnie Alice Pulley on December 30, 1978. On August 30, 1983 they were sealed for time and all eternity eter-nity in the Provo, UT Temple. Bon nie and Clarence shared their new life together for the last 27 years amongst friends and family in Amencan Fork. He leaves behind a loving fam-ilv fam-ilv including: his wife, Bonnie Alice Tingen. his 2 children, James Dwight Tingen (Pamela BethWar-ren), BethWar-ren), Barnesville, GA; Diane Elizabeth Eliza-beth Shaw, Peachtree City, GA; and 6 step children: Margo Jensen (Dar-rol), (Dar-rol), Birdseye; James Kim Grant (Tonya). Murray; Teresa Davis (Randv). Napa, CA: Dr. Jay Paul Grant "(Sheri), Eagle Mt; Melody Adams (Perry), Orem; Rebecca Danklef (Jay), Highland. Clarence was the proud grandfather grand-father of 36 grandchildren and 23 great-grandchildren. He loved music mu-sic and singing in the church choir. He loved the outdoors, and was an avid gardener. I had my say during the election, so for the time being, I figure others should be heard. However, in response to a recent telephone call to me from the Free Press, a reference refer-ence about me on KSL Radio's "Doug Wright Show," and a reference about me in a Lehi City Council Meeting, it is necessary nec-essary to clarify a few things. The Free Press telephoned me and asked if Mayor Johnson John-son consults with me on city issues. Similarly, someone called the Doug Wright Show claiming that Mayor Johnson is somehow "possessed" by me and that he is carrying out my agenda. I've known Howard and his family since they moved to Lehi many years ago. As everybody knows, we ran together on the same platform. So, naturally, our acquaintance acquain-tance continues. We disagree about some things, but we agree on that platform. I am flattered that apparently appar-ently some people believe that I am able to significantly influence Lehi's government. Frankly, I hope I have an influence. in-fluence. After all, that's why I ran for City Council. But, in this case, I don't have that kind of influence on Mayor Johnson. Anybody who knows him, knows he is his own man. A citizen in a recent City Council Meeting asked Mayor Johnson if I was going to be the next city administrator. Mayor Johnson has not asked me to apply for the position and I am not interested in applying ap-plying for it or any other city position of employment. I am gainfully employed and enjoy consulting as a Licensed Professional Pro-fessional Engineer. Besides, even if Mayor Johnson John-son wanted to appoint me, the law appropriately empowers the Council to accept or reject his appointment. The Council would never accept me because be-cause they know I oftentimes disagree with the way they do things, this latest powerplay being a prime example. These growing pains we are presently observing in Lehi's government are natural. It's what happens to cities that grow so much and so fast. With growth comes an increasingly in-creasingly diverse complexion of opinions and values, and a redistribution of power. But, Lehi's government has repeatedly tried to maintain a concentration of power, which only magnifies the growing pains. This present struggle is not about the form of government govern-ment it is about power. The Council lost some power pow-er in the last election and they want it back. At this point, the best way to iriinimize these growing pains is to recognize Lehi's increasing diversity, accept the latest redistribution of power as dictated in the last election, and not shun the people with power plays.
