Under delegation from EPA, the City of Orem has been given the responsibility for applying apply-ing and enforcing the pre-treatment standards stand-ards for industrial users served by the City of Orem. Pursuant to the requirements re-quirements of the National Na-tional Pre-treatment Program, the City of Orem must annually publish a list of the industrial in-dustrial users within its service area that have either demonstrated a pattern of non-compliance with applicable pre-treatment standards stand-ards or a significant non-compliance over the previous 12 months. Reasons for reportable report-able non-compliance include: in-clude: 1. A discharge of pollutants pol-lutants which caused an "imminent en-dangerment" en-dangerment" to the health or welfare of persons per-sons andor to the environment en-vironment 2. A discharge which caused or substantially contributed to a violation viola-tion of the POTW's NPDES permit requirement require-ment or impaired its use of disposal of sludge. 3. A discharge which exceeded any pre-treatment effluent standard (categorical or local limitation) more than 20 of the time over a 12-month period based on any sampling performed. per-formed. 4. Failure to correct a violation, either effluent ef-fluent or compliance schedule within 45 of the non-compliance by the POTW. 5. Failure to accurately ac-curately report noncompliance. non-compliance. 6. Any other violation viola-tion deemed significant by the POTW. This notice has been issued to meet the requirement require-ment to inform the public and does not constitute con-stitute any decisions as to the actions. USU President recovering from concussion Utah State University President Presi-dent George Emert is still recovering from a concussion he suffered Jan. 2 in a mishap during a tennis match. Emert's wife, Billie, said the president is improving, but doctors doc-tors have not yet cleared him to return to work. "We're not sure how much time it will take for the swelling to go down, so we're not sure when he'll be able to get back to work," she said. Emert suffered a moderate to severe concussion in the accident. acci-dent. The swelling associated with the concussion is going down, Billie said, but he is still experiencing some nausea, which is expected to subside as the swelling eases. She said he is eager to return to work as soon as the doctors give their OK. "There is nothing alarming, but it will take a little time," she said. Emert's doctors said there is no permanent damage, and they expect a 100 percent recovery. Emert was injured during a tennis match Jan. 2. He was reaching up and back to hit an overhead lob when he tripped, slamming the back of his head hard on the court.
